About RCY: Rehabilitation Center of Youth (RCY) Is a non-profit, non-governmental organization and registered with Afghanistan Ministry of Economy on 2006 which registration number (645) working in various fields of construction, health, agriculture, education and social protection. RCY is operating in the field of orthopedic and physiotherapy services in Jalalabad, Khost, Daydundi and Herat provinces. This project is funded by Dutch Ministry of Foreign Affairs.
Job Description
1. Financial Management
- Oversee the cooperative partner’s financial operations related to WFP-supported programs, including budgeting, forecasting, monitoring, and reporting.
- Ensure accurate and timely processing of financial transactions in compliance with WFP’s financial policies and donor requirements.
- Prepare monthly, quarterly, and annual financial statements and reports in alignment with WFP and donor reporting standards.
- Review and monitor project expenditure, ensuring budget adherence, and address variances in coordination with program managers.
- Support audit preparations and respond to audit inquiries by providing relevant financial documentation.
2. Budgeting and Financial Planning
- Participate in budget preparation and analysis for WFP-related projects to ensure effective allocation of resources.
- Regularly review budgets to align with operational priorities and identify potential cost savings.
- Track funding allocations and coordinate with WFP and internal stakeholders to optimize available resources.
3. Administrative Support
- Manage administrative functions related to WFP-supported projects, including procurement, office management, asset management, and logistics, ensuring compliance with WFP policies and procedures.
- Oversee office facilities, coordinate maintenance, and ensure compliance with health and safety standards.
- Supervise support staff within the administrative and finance unit to ensure efficient daily operations.
- Organize and maintain proper documentation and records of all administrative activities.
4. Compliance and Risk Management
- Ensure adherence to WFP’s internal controls and financial policies to mitigate financial and operational risks in WFP-supported projects.
- Conduct periodic reviews to ensure compliance with WFP’s guidelines and standards, addressing any identified gaps.
- Support compliance with donor agreements by ensuring all financial transactions and reports align with donor specifications.
5. Human Resources and Staff Support
- Provide administrative support for HR functions within WFP-supported projects, such as payroll processing, timesheet tracking, and staff onboarding.
- Coordinate with HR to address administrative issues related to employee benefits, contracts, and records.
6. Stakeholder Engagement and Reporting
- Collaborate with internal and external stakeholders, including program staff, donors, and suppliers, to ensure effective communication and coordination within WFP-supported projects.
- Prepare reports and updates for stakeholders, highlighting financial and administrative performance and addressing key issues as needed.
Job Requirement
Qualifications and Experience:
- Education: Bachelor’s degree in Finance, Business Administration, Accounting, or a related field. A Master’s degree and/or professional certifications (e.g., CPA, ACCA) are an advantage.
- Experience: Minimum of 3-5 years of experience in finance and administration, preferably with international organizations or NGOs. Experience with WFP or UN systems is a plus.
-Skills and Competencies:
- Strong analytical skills, with proficiency in financial analysis and reporting.
- Excellent organizational skills and ability to manage multiple tasks efficiently.
- Effective interpersonal and communication skills.
- Familiarity with ERP systems, particularly SAP or similar financial software.
- Language: Proficiency in English; additional knowledge of a second UN language (e.g., French, Spanish) is beneficial.
