Job Description

Job Purpose:

The Supply Chain Manager, reporting to the Head of Logistics, manages logistics resources in Kabul, with field oversight as required, to support HI’s operations in Afghanistan. The role includes managing supply chains, inventory, fleet, IT, and facilities, ensuring adherence to HI’s policies and donor regulations. Key responsibilities involve enforcing standards, leading the logistics team, coordinating procurement and stock management, maintaining asset control, and ensuring readiness for emergency support.

 

The Duties and responsibilities may include but not limited to: 

  1. Team Management and Development.
  • The manager oversees the daily operations of the supply chain team, setting objectives, coordinating tasks, and conducting performance reviews to ensure effective team management.
  • Fosters an environment supportive of professional growth, providing team members with continuous feedback, training, and development aligned with HI’s code of conduct.

 

  1. Standards Compliance and Local Adaptation.
  • They ensure all logistics processes comply strictly with HI’s policies, procedures, and tools, adapting these standards as necessary to meet local laws and conditions while maintaining consistency with HI’s institutional guidelines and donor regulations.
  • In collaboration with the Head of Logistics, uphold rigorous internal controls to ensure full compliance with HI’s policies and audit standards.

 

  1. Supply Chain and Procurement Coordination.
  • The manager supports the Head of Logistics in defining and executing efficient supply chain procedures, overseeing procurement to ensure quality, cost-effectiveness, and timely delivery that meets program requirements.
  • They develop strong supplier relationships, manage contracts, maintain organized records, and ensure all documentation is audit-ready.

 

  1. Inventory and Stock Management.
  • By enforcing HI’s stock management protocols, the manager upholds inventory accuracy and control through regular inventories and secure storage practices, while maintaining adequate stock levels for operational needs.
  • Collaborate with project teams to verify warehouse data, ensuring accurate reconciliation of records between deliveries and project documentation.

 

  1. Facility and Fleet Supervision.
  • The manager oversees the maintenance of accommodation and office facilities, ensuring operational standards for energy, water, and other resources are met, and implements vehicle management policies, including maintenance schedules, fuel tracking, and movement planning, in line with HI’s security protocols and local regulations.

 

  1. IT and Equipment Management.
  • They manage asset tracking and inventory records, ensuring all mission assets meet HI’s equipment management standards, coordinating regular maintenance, and overseeing user training for equipment as well as IT and communication services continuity.

 

7.    Emergency Logistics Support.

  In support of emergency preparedness, contribute logistical support for emergency responses as guided by the Head of Logistics, evaluating team readiness and implementing enhancements to strengthen HI’s operational resilience in high-risk situations

Job Requirement

Education and Qualifications :

  • Bachelor’s Degree in Supply Chain Management, Logistics, Business Administration, or a related business field is essential.
  • Master’s Degree in Supply Chain Management, Logistics, Business Administration or a relevant discipline is preferred.
  • Over five (5) years of progressive experience in supply chain management within non-governmental organizations (NGOs), including expertise in procurement, logistics coordination, inventory management, and compliance with donor regulations and humanitarian standards.

OR

Professional Certifications:

  • Humanitarian Logistics Certification, such as the Certification in Humanitarian Logistics (CHL), is beneficial for candidates with an NGO background.
  • Any other Supply Chain/Logistics Certifications such as Certified Supply Chain Professional (CSCP), Certified in Logistics, Transportation, and Distribution (CLTD), or Certified Professional in Supply Management (CPSM) are highly advantageous.

Technical and Regulatory Knowledge:

  • Knowledge of ERP and Supply Chain Systems like LINK, SAP, Oracle, Logistix or COMPAS, will be advantageous.
