About Islamic Releif world wide Afghanistan: Islamic Relief Worldwide (IRW) is an international, non-profitable, non-governmental humanitarian relief organization with its head quarter in Birmingham, UK. It enjoys consultative status with the Economic and Social Council of the United Nations and is a signatory to the Code of Conduct for International Red Cross and red Crescent Moments and NGOs in Disaster Relief. Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.
Job Description
The supply chain officer will oversee supply chain service activities of the IRA area office and provincial offices while facilitating smooth operations, which include, Procurement Fleet Management, Services and facilities. The post holder must have experience of working for a Humanitarian Organization, specifically in Emergency Preparedness in developing context.
Duties & Responsibilities
- Ensure supply chain in timely, efficient & cost-effective manner.
- Manage the documentation and monitoring of flow of materials to support project delivery.
- Work closely with IR field team and Country office to develop thorough understanding of the working environment and avoid knowledge and performance gaps.
- Support the staging of IR team orientation and awareness sessions to IR field staff and communities at grass root level.
- Draft, negotiate and control the issuing of localized contracts with the advice of the Supply chain Coordinator/the Head of Operation Support.
- Manage the correct storage, usage, and maintenance of IRA assets.
- Manage & timely update Fixed assets register of Area and filed office.
- Timely reporting and handling of maintenance and repair of all office equipment’s, building and furniture, fixtures, vehicles.
- Supervision of support staff and SC department in Field Office
- Ensuring proper travel arrangements for all staff and guests between different offices
- To ensure that appropriate contract agreements for the office and accommodation are drawn up & signed.
- Maintaining proper record of documents issued or received till the final receipt of goods and final payments to suppliers.
- Receive and verify all the goods from supplier.
- Supervision of arrangements of seminars, conferences, and interviews.
- Supply equipment and materials to required destinations in an efficient and cost-effective manner.
- Plan and maintain logistical support for IRP field operations.
- Supervises and oversee food items, non-food items, medical supplies, and equipment related to the projects of IRP.
- To ensure that logistics work in the field location is carried out in coordination with logistics and other field locations.
- Establishing domestic arrangements for operational teams, including renovating accommodation, and deciding for other domestic needs, travel arrangements etc.
- Manage the filing, storage, and security of documents.
- Regular progress reporting to Line Manager and Technical Line Manager
- Managing warehouses
- Properly managing Vehicle Management System
- Ensure proper and timely cross charging of Vehicles.
- Any other task assigned by the supervisor.
- Support in budget preparation.
- Ensure subordinates are adhering to IR policies and procedures, bring improvement in the process and procedures after identifying the gaps.

Job Requirement
KEY ACCOUNTABILITIES
The supply chain will oversee procurement, supply chain and services activities of the IRA Balkh area office/ provincial offices. S/he will help to establish and maintain updated data base for vendors, inventory of all aspects/belongings and procurement procedures in compliance with IRW-A supply chain and procurement's rules and regulations and ensure that all procurement activities follow these regulations. The supply chain will be responsible for the following detailed tasks, but not limited to:

Qualification:
Bachelor’s degree in economics & social sciences or business administration
Experience:
2-3 Years of experience in supply chain and Procurement with NGOs
Computer Skills:
MS Office, Outlook, ERP systems familiarity
Language:
English and local languages
