Background: PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.

PIN Afghanistan is seeking an experienced CBE advisor to support the successful delivery of the ECHO EiE project – “Life-sustaining education in emergencies assistance to out-of-school children in Wardak and Samangan Provinces”. The CBE Advisor will provide technical guidance to PIN and its national implementing partner to implement EiE activities, especially CBE classes, and will support in the monitoring of the classes, as well as coordination with the authorities. The selected Advisor will have a strong technical understanding of EiE activities implementation, CBE policy, and great coordination and communication skills. Previous experience with working with partners is welcome.
Responsibilities
The CBE advisor is responsible for, but not limited to, the following work areas and duties:
1)Support to Project Implementation
- In cooperation with PM, ensuring the project is up to PIN EiE, INEE, and CBE standards.
- Monitoring of partner’s capacities and progress towards project results. Reporting about LNGO’s progress to PIN management. Ensuring PIN technical standards are in place through LNGO implementation.
- With support from the PM and other relevant colleagues contribute to a building plan for each partner, in line with PAT which may include training, mentoring, field trips, shadowing, and exchange visits;
- Provide technical capacity building to PIN’s staff as necessary
- Oversee that any sensitization, awareness raising or community engagement activities are supported with quality, technically accurate, and accessible materials to ensure meaningful access of marginalized and vulnerable populations.
- Ensure proactive, clear, and appropriate communications with project stakeholders at all times, ensuring expectations of all are managed sensitively and effectively in order to limit risks to PIN operations and reputation
- Agile and proactive solving of problems, ensuring that all efforts are made to deliver the project successfully. Proactive escalation of risks and issues to the PM or HoP with proposed solutions where available
- Maintaining up-to-date and accurate project documentation as per PIN archiving systems and standards, ensuring full audit compliance and creation of institutional knowledge
- Ensure that lessons are being tracked and documented
- Engage with national and provincial level authorities to promote acceptance of education programmes
- Work with PIA and PM to review and revise PIN’s standards, strategies, and policies regarding education as necessary.
- Work with the MEAL team in the design of assessments, and timely implementation of assessments, verification, and monitoring activities. Proactive monitoring of project performance against intended results with the support of the MEAL Team, and identifying actions to be taken to ensure the project remains relevant and effective
2) Other tasks
- Provide technical support to project design, proposal, and budget drafting.
- Maintaining up-to-date and accurate project documentation as per PIN archiving systems and standards, ensuring full audit compliance and creation of institutional knowledge
- Ensure that any sensitization, awareness raising, or community engagement activities are supported with quality, technically accurate, and accessible materials to ensure meaningful access for marginalized and vulnerable.
- Ensuring mainstreaming of protection measures through all stages of project delivery and AAP.
- Professional representation of PIN to communities, local authorities, and other NGOs.
- Ensure full knowledge and understanding of PIN policies relating to accountability, Code of Conduct, Access principles, data protection, safeguarding, and PSEA policies
Job Requirement
- Three years demonstrated Project Coordination (or Management) experience in humanitarian projects, including at least 2 years in Education.
- University Degree, preferably in Education Social Science or Management
- Understanding or principles of humanitarian standards and project management
- Experience in managing education in emergencies projects
- Experience in implementing with partners
- Excellent communication and negotiation skills, including listening
- Demonstrated ability to write clear and concise reports
- Adaptability with sound professional judgment and decision-making skills
- Demonstrated understanding of the ability to apply to principles of AAP and protection
- Ability to work independently
- Willingness to take responsibility for assigned responsibilities
- Willingness to work in a less secure environment
- Willingness to travel between districts in the Central or Northern provinces
- Fluent in English, Dari and Pashto – written and spoken
- Proficient in use of Microsoft Excel and Word
