Job Description

Job Summary

 

The Education and Youth Development Officer, under the supervision of the Provincial Manager, and the Education Program Technical Lead will be leading the education projects and be responsible for supporting and building the capacity of education and youth development program staff. They will also be the program focal point for the implementation of the education and youth development components of the HELP project, related meetings, workshops, and task forces. He will coordinate and liaise with relevant government authorities. The Education and Youth Development Officer will be responsible for supporting the IRW education and youth development department HELP project. within the targeted provinces, and he/she will particularly carry out the following duties and responsibilities:

Duties & Responsibilities

 

  • Under the overall technical and administrative direction of the Education and Youth Development Program Coordinator, assist HELP project with planning and implementation.
  • Build good coordination with the sectoral authorities and other project stakeholders and rightsholders.
  • Development of DIP, procurement plan, staff plan, and media plan.
  • Assist HR in the recruitment of internees for the internship program and develop the JD, learning guidelines, working plan, and controlling tools.
  • Finalizing selection of the rightsholders for freelancing and e-commerce training. (JD, announcement, shortlisting, and selection)
  • Develop and organize on-the-job refresher training to address any gaps and build the capacity of individuals and departments targeted by the project.
  • Assist the senior business and youth development officer in rightsholder selection and arrangement of the SIYB training.
  • Establishment of SHGs and all relevant tasks.
  • Market assessment, vocational training need assessment, trainer hiring, curriculum papering, and conducting TVET training.
  • Coordinate the monitoring of the activities according to the approved activity schedule.
  • Capacity building of the project staff and stakeholders.
  • Keep a record of the project and do the proper data collection and file recording.
  • Assist in the recruitment of project staff and project field staff in coordination with HR and relevant policies.
  • Engaging the community in activities, establishing community advisory boards, and facilitating community understanding of the overall project
  • Coordination with relevant government departments in the province, including the provincial education department, district youth development and education departments, and department of economy.
  • Keep the perfect record and filing system of the project activities and do the proper data collection.
  • Assist in the recruitment of project staff and project field staff in coordination with HR and relevant policies.
  • Engaging the community in activities, establishing community advisory boards, and facilitating community understanding of the overall project
  • Supporting the provincial manager in the implementation of another educational project.
  • Conduct field visits to IRW-targeted areas.
  • Prepare a monthly or quarterly result-based progressive report for the relevant line. Ministry of Education, Ministry of Economy, and clusters.
  • Inspire staff to excel in their jobs while also achieving goals and meeting deadlines.
  • Preparing and coordinating a daily plan and activities that contribute to the objective of the project.
  • Appropriately planning for the visibility of IRW activities in the field.
  • Regular and on-need field visits from the project site.
  • On-time reporting of the overall activities being undertaken at the field level to the field coordinator.
  • Monitoring and supervision of the activities at the field level and sharing the findings with the field coordinator and relevant staff for improvement.
  • Any other tasks assigned by the line supervisor

Job Requirement

Education:

  • Bachelor’s Degree in related fields Experience:
  • At least 2-3years of work experience, particularly with an international organization or local NGO in the field of adult education.
  • Collection and coordination with stakeholders 
  • Strong Command of Dari and English both written and spoken.
  • Demonstrated ability to work in a multi-ethnic team and take on diverse tasks.

Required Skills:

  • Warm personality with strong communication skills.
  • Ability to prioritize multiple tasks.
  • Ability to work in groups.
  • If necessary, willing to go to the field with other project staff.
  • Sound ability to speak local and English languages and operate a computer • Be punctual, on time, and able to meet deadlines.
