About COAR: Citizen Organization for Advocacy and Resilience, COAR (formally Coordination of Afghan Relief) CoAR is an Afghan, independent, non-political, non-sectarian, and non-for profit organization established in 1989 and registered formally with the ministry of Economy. COAR actively bridging between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars, internal conflicts, natural and manmade disasters, and complexities. COAR endeavors to reach the unreached and embark on strengthening local coping mechanisms to enable communities to find durable local solutions to their local problems and encourage self-reliance and sustainability. COAR works with communities to proactively utilize their own scarce and limited resource the most efficient and effective way and discourage a culture of aid dependency, except in times of disasters and extreme poverty. COAR has maintained the access of beneficiaries to basic services with strict observation of humanitarian principles of Independence, Neutrality and Impartiality in practice Project Nature: This project is part of COVID-19 Relief Effort for Afghan Communities & Households Project (REACH) - “Dasterkhwan-e-Mili”. The project key components are technical assistance, mentoring to, and monitoring of the ad-hoc COVID-19 Gozar Councils (GCs) in beneficiary selection, food package delivery among communities in Kabul city (Dis01, Dis02, Dis03, Dis07, Dis13, Dis16 and Dis20), community procurement of the relief packages and accounting for the same, and for verifying and reporting on actual distribution of the relief package. CoAR will be hiring 789 Social Organizer (one female and two male social organizers per Gozar) in Kabul city.
Job Description
- Ensuring received orientation from trainer on COVID-19 and Desterkhwan Mili program and can process and facilitate the mentioned program in the targeted Nahias of Kabul city
- Conduct awareness session with community and Guzar CDCs on COVID 19 disseminates the basic health messages to avoid spreading Corona virus based on MoPH guidelines.
- Mobilize the communities and target groups to better understand the Dasterkhwan-e-Meli program such as identification of beneficiaries, procurement of relief packages, distribution process, monitoring, and complaint response mechanism.
- To support Guzar Councils in the preparation of community beneficiary list
- Support Guzar CDCs to establish bank accounts.
- Informing the Guzar Councils when their fund is disbursed and deposited at the Bank account.
- Ensuring transparency and accountability at the community level is maintained.
- Provide basic training on accounting, project management, and procurement and monitoring to Guzar Council members.
- Establish Community Participatory Monitoring Teams to monitor the process of beneficiary selection and verification before and during the distribution of Relief Packages.
- Support the Nahia in having functional complaint response mechanism.
- Supporting the Guzar CDCs and its procurement sub-committees on the procurement process of food packages.
- Coaching and mentoring to the Guzar CDC Council in applying the monitoring tools and a proper operation and maintenance plan for the distribution of food
- Ensuring the completion of all financial and procurement documents for the food the community and its committees have purchased.
- Make sure the confirmation and approval of all financial documents by Guzar CDC and its record in CDC file
- Making sure the on-time distribution and there is no hurdle in the process.
- Preparing a clear report from all steps and submit to the package manager.
- Support the members of Kabul Municipality Project Implementation Unit in monitoring and providing the data as per the agreed protocol.
- The Social Organizer has to provide monthly, weekly, and daily plans and reports according to program department policy and Operational Manual.
- The Social Organizer has to fill all necessary forms and submit it to the related manager.
Job Requirement
- Good organizational, communication, interpersonal, and team skills.
- Excellent oral and written communication skills and time management skills.
- Fluency in Dari and Pashto, both written and spoken
- Familiar with report writing and planning
- Honest, proactive, and well mannered.
- Education and Qualifications
- Graduated from 12th grade or higher education. 12th grade will be highly preferred.
- 2 years’ relevant experience, especially within an NGO or similar organization.
- Work experience at the grass root level, Community Mobilization, and Community Development.
- Experience with the National Solidarity program/Citizen Charter, Community Governance and Livelihood Project, and community-driven development is highly preferred.
