About DAI/Afghanistan Value Chains Program (AVCP): Afghanistan Value Chains Program (AVCP), a USAID-funded program implemented by DAI Global, LLC (DAI), supports the expansion of sustainable agriculture-led economic growth across Afghanistan. AVCP achieves this goal through the support of anchor firms in the livestock and crops value chains. AVCP partners with and supports anchor firms through a market systems development approach, implemented through ‘Deal Notes’ which are co-designed agreements that respond to critical constraints while driving project outcomes. In implementing Deal Notes, AVCP works almost exclusively with agribusinesses and key value chain stakeholders to increase sales, investment, and productivity, among other key indicators. The growth of the anchor firms promotes the efficiency, profitability, and strengthening of the value chains with a direct and positive impact on rural economies, households, and livelihoods. The AVCP focuses its interventions on key value chain leverage points, such as input suppliers or traders linked to large wholesalers, processors, and farmer associations. In doing so, AVCP will accomplish the following fundamental sub-purposes: Sub-Purpose 1: Increased Productivity and Stability of Value Chains Sub-Purpose 2: Improved Commercial Viability and Operational Efficiency of Agribusinesses Sub-Purpose 3: Engage Afghan Women in Agriculture Sub-Purpose 4: Climate Change Mitigation and Resiliency Strengthened

Job Description

The Administrative & Procurement Officer will be responsible for operations and oversee all procurement activities to implement the procurement policies and procedures in compliance with DAI/USAID procurement rules and regulations. The Administrative & Procurement Officer will be responsible to the following detailed tasks, but not limited to.

Objectives and Duties:

  • Prepare annual procurement plan and his/her work plan. 
  • Responsibility for monitoring all service contract performance, and elevating identified issues to the Regional Director and where appropriate to the Kabul head office
  • Responsible for management of office fuel and fleet requirements and accountable for fuel consumption.
  • Ensure that all procurement files are accurately maintained both hard copies and electronic copies and ensure they are uploaded on TAMIS.
  • ensure procurement requests are properly logged in the TAMIS system with the consideration of DAI/USAID procurement policy.           
  • Identify potential vendors and suppliers both domestically and internationally
  • Prepare procurement plan for the office and provide input related to project procurement for financial and other reports.
  • Assist procurement department to prepare property disposition requests and annual inventory reports
  • Timely follow up with the vendors on delivery of the goods and services ordered under POs and BPAs.
  • Prepare payment documents for submission to finance, ensures that the payments are submitted to finance on timely manner.
  • Follow up with the vendors on timely submission of their invoices and ensure that the invoices are processed. 
  • Ensure that good coordination is managed between regional technical team and the procurement in the regional office to effectively handle the relevant work.
  • Prepare staff travel and/or lodging documentation for processing of invoice payments.
  • Assist in making reservations for accommodation and/or flights.
  • Coordinate all refreshments for meetings and trainings.
  • Research and maintain an up to date database of accommodation options (including contact details and prices) throughout project locations working with procurement, manage any agreements/contracts in place.
  • Assist with data entry and record management for all aspects of operations department administration.
  • Assist the facilities department in maintaining office and guest house supplies, ordering replacements and ensuring accurate completion of the stock records.
  • Submit requisitions as requested by the operations team.
  • Support the operations team with any filing, printing, copying and scanning needs.
  • Assist with tagging of assets and related paperwork/filing for inventory management.
  • Process any expenses or petty cash in a timely manner.
  • Coordinate facilities services such as vehicle licenses, generator repairs and facilities maintenance.
  • Arrangement of any Meeting, Trainings, Workshops and Seminars.
  • Assists Procurement department in the procurement of services in compliance with DAI and USAID rules and procedures.
  • Assist to maintain our supply inventory levels and negotiate deals with potential vendors.
  • Conducts regular price comparisons to ensure that the project is always getting the best price for each product that is purchased.
  • Carry out other procurement functions as required.
 

Job Requirement

  • Bachelors + 4 years of relevant experience in USAID contract procurement and administration.
  • Excellent verbal and written communication skills
  • Highly computer literate with advanced e-mail, word processing and spreadsheet management skills
  • Excellent interpersonal skills
  • Excellent organizational skills
  • Strong organization and interpersonal skills required.
  • Language proficiency in Pashto, Dari and English
