About TLO: The Liaison Office (TLO) founded in 2003 as an Afghan non-governmental organization (NGO) that emerged from a Swisspeace pilot project (supported by the Heinrich Böll Stiftung) with the aim of improving local governance, stability, and security through systematic and institutionalized engagement with customary structures, local communities, civil society groups, and government institutions. TLO is based in Kabul, with regional offices in Paktia, Khost, Kandahar, Herat, Mazar, and Nangarhar and additional field offices across Afghanistan. TLO works to achieve its objectives through key program activities: research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third party monitoring and evaluation, and environment & natural resources management.

Job Description

Representation and Local Engagement:

  • Lead on all the project activities at the provincial level.
  • Represent the organization at workshops, events, and meetings within the assigned target areas, as requested by the project leadership team.
  • Serve as a point of contact between the organization and local stakeholders, fostering positive relationships and ensuring strong local engagement.

 

Support to Project Leadership Team:

  • Assist the project leadership team in conducting smooth and successful activities in the assigned target areas.
  • Attend events, meetings, and training sessions at the central office or other locations, as required by the project leadership team.

 

Data Collection and Analysis:

  • Facilitate the entire process of data collection in the assigned target areas, ensuring accuracy and completeness of the data.
  • Analyze the security and political context of the target areas, and promptly inform the project leadership team if any risks to project implementation are identified.

 

Documentation and Reporting:

  • Maintain thorough and organized documentation related to project activities within the assigned target areas.
  • Prepare and submit regular reports to the project leadership team, detailing progress, challenges, and any issues requiring attention.

 

Beneficiary Identification and Support:

  • Work with the project leadership team to identify target beneficiaries within the assigned areas, ensuring inclusivity and fairness in the selection process.
  • Conduct workshops and other events aimed at beneficiaries, providing support and guidance as needed.
  • Maintain ongoing contact with project beneficiaries throughout the project period, addressing their needs and concerns.

 

Local Expertise and Networking:

  • Assist colleagues in identifying processes and establishing contacts to strengthen the organization's links and expertise at the local level.
  • Share insights and local knowledge with the project leadership team to enhance project effectiveness.

 

Other Duties:

  • Perform any other tasks assigned by the project leadership team, contributing to the overall success of the project.
 

Job Requirement

  • Bachelor's degree in Social Sciences, Development Studies, Project Management, or a related field (Master's degree preferred).
  • Minimum 3-5 years of experience in field coordination or project management, preferably within the context of humanitarian or development projects.
  • Strong understanding of local context and cultural sensitivities in the assigned province.
  • Proven experience in working with local communities, civil society organizations (CSOs), and government stakeholders.
  • Excellent communication skills in Dari and Pashto, with proficiency in English being an added advantage.
  • Demonstrated ability to manage teams and coordinate multiple activities simultaneously in challenging environments.
  • Strong problem-solving and decision-making skills, with the ability to work independently and take initiative.
  • Proficiency in using MS Office (Word, Excel, PowerPoint) and other project management tools.
