Job Description
JOB summary
Supports the programme/project team in the day-to-day management of Disaster Risk Reduction project-related activities and provides advice to programme team and facilitates knowledge building. Provides technical expertise and guidance to all project components, and supports the project operational managers in the coordination of the implementation of planned activities under the project as stipulated in the project document/work plan.
KEY RESPONSIBILITIES AND DUTIES
- Develop and disseminate standardized implementation guidelines aligned with Sphere Standards and project objectives to facilitate effective delivery of DRR interventions at the grassroots level and achieve predetermined performance indicators.
- Contribute to the development and implementation of IHVA (Inclusive Risk Vulnerability Assessment) processes, including data collection, analysis, IHVA reports and integration into DRR plans.
- Design and deliver CBDRM (Community-Based Disaster Risk Management) training modules and conduct capacity building activities for CRPs and LSOs.
- Facilitate the development and implementation of VDRR (Village Disaster Risk Reduction) plans at the village and Nahya levels.
- Assume technical responsibility for critical project components, including risk assessments, early warning systems, public awareness, and provincial DRR network development.
- Develop and implement communication and awareness campaigns on DRR issues.
- Coordinate environmental and livelihood activities, such as village-level plantations.
- Collaborate with government agencies, INGOs/NGOs, and community stakeholders.
- Monitor and evaluate the effectiveness of DRR interventions.
- Prepare regular reports on DRR activities and progress
- Provide technical inputs for the review and adaptation of DRM training materials and curricula to meet the specific needs of beneficiaries, including gender-specific requirements.
- Conduct or support risk assessments and hazard mapping to inform the development of infrastructure and development plans.
- Develop and implement emergency plans, including the establishment or improvement of early warning systems.
- Support the day-to-day management of DRR project activities.
- Support the formation of Disaster Management Committees and provide technical guidance during meetings.
- Contribute to the development of technical training packages for various target groups and conduct selected training sessions.
- Offer technical input to multi-stakeholder coordination mechanisms at local and provincial/regional levels.
- Advise on key policy and legal issues related to the project and engage in relevant dialogues.
- Conduct DRR-related research, disseminate findings, and document best practices and lessons learned.
- Undertake additional DRR-related tasks as directed by the Project Coordinator.
- Identify and address technical challenges related to DRR projects, ensuring adherence to design standards, quality control measures, and safety protocols.
- Ensure DRR project prioritize the needs of vulnerable populations, including people with disabilities and older adults, by incorporating inclusive and accessible components
- Develop a comprehensive report on DRR project activities, documenting methodologies, tools, beneficiaries, outcomes, challenges, and best practices.

JOB REQUIREMENTS
- Bachelor's degree in social sciences, rural development, disaster risk management, development studies, or related fields (or a master's degree or relevant certification in DRR theory/practice preferred).
- Extensive experience in planning, implementing, and monitoring DRR initiatives.
- Deep knowledge of Community-Based Disaster Risk Management (CBDRM) principles and practices.
- Exceptional communication and interpersonal skills, with a proven ability to work effectively in team settings and diverse community environments.
- Proficiency in data analysis and technical report writing, with highly developed analytical skills for integrating multidisciplinary knowledge.
- Demonstrated expertise in conducting high-quality, output-oriented research, and authoring technical reports, papers, and documents.
- Strong coordination abilities and excellent interpersonal communication skills.
- Proven capability to work under high-pressure conditions and meet strict deadlines.
- Comprehensive understanding of disaster risk management concepts and their relationship to sectoral and sustainable development.
Experience
- Minimum 5 years of professional experience in disaster risk reduction field of work
- Proven record of experience in capacity building, inter agency/department coordination, policy advocacy.
- In addition, the incumbent should be able to handle MS Office suite applications (Word, Excel, Outlook, and Power Point).
Language Requirements:
Good oral and written command of English and Pashtu/Dari language.
