Job Overview: The Human Resources and Admin Officer main activity is to manage all day-to-day HR and admin relevant activities effectively based on ACDO policies, procedures and requirements and to contribute in accountability and transparency of recruitments, hiring, firing and proper filing and record keeping. The role holder will be expected to work outside the normal role profile and be able to vary working hours.

Job Description

  • Review the ToRs, announce the vacancies, prepare longlist and short list of applicants together in coordination with the recruiting panel.
  • Schedule and invite the potential candidates of all type of employment categories for head office, regional and provincial offices for the written test and interviews
  • Organize and conduct workshop, arrange meetings and provide the employees with suitable trainings and build the capacity staff and familiar them with ACDO rule, regulation, policies, procedure, HR and Admin related tools and templates
  • Guide employees in matters related to career development, staffing initiatives, employee relations, workplace ethics and performance management.
  • Assist staff in their day to day leave process and closely follow up their leave plan and record.
  • Generate and prepare staff time sheet on monthly basis.
  • Prepare, update and maintain the personnel files and other related records, forms and update HR database regularly
  • Prepare and submit weekly, monthly, quarterly, bi-annual and annual HR related report.
  • Review and implement HR policy, strategies, systems, tactics and procedures across the organization
  • Bridge management and employee relations by addressing demands, grievances or other issues
  • Track the system, renew staff contracts, follow up the probationary period performance, evaluation and confirmation.
  • Assist HR Manager in a proper onboarding of new arrival with complete induction procedures and ensuring exit formalities have taken place upon staff leaving.
  • Assist the HR Manager in performance reviews, and disciplinary actions in compliance with ACDO rules and regulations.
  • Creates learning and development programs and initiatives that provide internal development opportunities for employees.
  • Prepare and implement staff capacity building plan both in main and provincial offices.
  • Oversees employee disciplinary meetings, terminations, and investigations.
  • Maintains compliance ACDO HR policy and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Assess staff performance and provide coaching and guidance to ensure maximum efficiency
  • Prepare inventory list, serial number for office equipment.
  • Prepare agenda, minutes, attendance sheet of meeting participants.
  • Support procurement team in purchasing refreshment and stationery of workshops and meetings, making comparative table.
  • Prepare stationery and utility requests and follow up with relevant unit and employees
  • Prepare to staff travel authorizations, mission reports, invitations, mission letters, in coordination with the supervisor.
  • Draft the required memo, official letters and other required documents.
  • Prepare logbooks for vehicles, generator and printers related.
  • Prepare goods receiving forms in case of transferring goods to team/offices.
  • Any other related task as assigned by HR and Admin Manager and/or Senior Management Team (SMT).

Job Requirement

Qualifications:

  • Minimum Bachelor’s Degree in BBA, Economics, or any other relevant discipline,
  • Master degree with 4 years of relevant experience, or Bachelor degree with 6 years of relevant experience;
  • Experience in both HR and Admin position with national and international NGOs.

Skills:                                                  

  • Ability to cope well under pressure, work irregular hours and meet tight deadlines;
  • Sound HR and Admin skills and ability to prioritize and deliver assignments in a timely manner often
  • Technical skills in HR management, preferably including recruitment and selection, learning and development, performance management.
  • Comprehensive knowledge of Afghanistan labor law
  • Excellent Interpersonal and communication skills
  • Excellent Supervisory, team worker, analytical, and troubleshooting skills
  • Flexibility to manage different tasks effectively and ability to work under pressure
  • Able to manage priorities, take initiatives and work without constant supervision
  • Strong experience in benefits & compensation administration (payroll)
  • Ability and willingness to travel to the project sites within Afghanistan
  • Honest, proactive and well mannered.

Language skills:

  • Fluent oral and written skills in English, Pashto and Dari
