Job Description

There are a total of eight (8) positions, one position in each duty station: Kabul, Bamyan, Gardez, Herat, Jalalabad, Kandahar, Kunduz, and Mazar-e-Sharif.

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative (FAOR) in Afghanistan. S/he will work under the direct supervision of the Head of the Regional Office, who will be responsible for all day-to-day supervision and under the technical guidance of the Logistics Specialist / Team Leader, Logistics, Transportation & Assets Team. As and where appropriate, the performance evaluation will be done by the direct supervisor in close consultation with the Logistics Specialist / Team Leader, Logistics, Transportation & Assets Team.

Technical Focus

Coordinate logistical operations to ensure timely and efficient delivery of the FAO Afghanistan programme.

Tasks and responsibilities

  • Coordinate and liaise with internal and external stakeholders to support logistics operations management and strengthen partnerships on the humanitarian supply chain at the region.
  • Oversee the implementation of logistics contracts in the region, including warehouse rental, fleet maintenance, fuel for fleet and generators, office supply, stationery, and any other contracts, in close coordination with the Country Logistics Unit. Escalate delays, key challenges and contracts violations to the Country Logistics Unit for decision-making.
  • Conduct regular warehouse visits to assess personnel activities and ensure warehouse tools, including workforce PPE, first aid kit, fire extinguishers, surveillance cameras, ventilation, power supply, and other tools, are in place and functional.
  • Provided periodic training to warehouse personnel on warehouse operation manual, inventory management, and warehouse facility management.
  • Oversee the regional assets management in close coordination with the Country Logistics Unit.
  • Overseas regional facilities management is in close coordination with the Country Logistics Unit.
  • Act as Custodian for management of office stationery supplies, including maintenance of stock list and stationery distribution.
  • Oversee fleet management/vehicle maintenance and services at the regional level and report to the country logistics unit on a regular basis.
  • Plan commodities transportation, ensure safe loading, and follow up on deliveries until the destination, per the transportation contract and SOP.
  • Update and report the delivery status to the Country logistics office on a regular basis, share challenges, and seek assistance for troubleshooting.
  • Collect Goods Receipt Notes (GRN) from implementing partners (IPs) and share them with the Country Logistics Unit in a timely manner.
  • Record the transporter's performance results for all transportation orders generated from respective regions, which will be used for the KPIs system. All KPI standards, including transporters' strengths, weaknesses, and violations, must be recorded, and the quarterly KPI assessment reports must be submitted to the Country Logistics Unit.
  • Ensuring proper warehouse management, including layout design, storage space, and security and safety signage placement in various warehouse areas.
  • Provide training to the warehouse workforce on proper record keeping as per FAOAF standards and procedures.
  • Update the inventory ledger, including all inbound, outbound, and stock balance.
  • Produce Monthly Inventory Audits and conduct inventory physical counts on a monthly basis.
  • Collect monthly stock reports from Implementing Partner (IP) storage in the respective regions.
  • Ensuring regular reporting of all logistics operation activities to the Country Logistics Unit.
  • Ensure smooth and professional communication at the regional level with colleagues, suppliers, IPs, and any other stakeholders to perform logistical operations in the region and relevant provinces and districts.
  • Maintain logistics record-keeping related to all equipment, maintenance schedules, records of purchase orders (PO), distribution plans, Release orders (RO), waybills, ledger, GRNs, GRF, MIAR, and any existing discrepancies., etc., for audit purposes.
  • Ensure the smooth functioning of the office equipment and report to the supervisor any malfunctions in utility service provisions.
  • Perform other related duties as required.

Job Requirement

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements   

  • Advanced University (Master) degree or University (Bachelor) degree in a relevant subject such as Supply Chain Management, Logistics, Procurement or a closely related field;
  • For an Advanced University degree, a minimum of four (4) years of relevant subject such as Supply Chain Management, Logistics, Procurement or a closely related field;
  • For University degree a minimum of six (6) years of relevant subject such as Supply Chain Management, Logistics, Procurement or a closely related field;
  • Working knowledge (level C) of English and the local languages (Pashto and/or Dari); 
  • National of Afghanistan.

Technical/Functional Skills

  • Experience in logistics management related to time-sensitive delivery of items and/or emergency preparedness and response;
  • Logistics and/or supply chain experience related to the movement of agriculture and livestock-related items.
  • Previous warehouse management and goods transportation experience is highly desirable.
  • Ability to identify and resolve problems quickly and pragmatically.
  • Ability to organize and coordinate work - maturity, tact, and high sense of responsibility.
  • Ability to work harmoniously with people of different national and cultural backgrounds.
  • Previous experience with the United Nations is considered a strong asset.
  • Strong professional command of Microsoft Office, in particular Word and Excel.
  • Good command of computers, MS Office, and knowledge of supply chains systems
  • Familiarity with humanitarian organizations is desirable.
