Job Description
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The ECHO Compliance Officer serves within the Risk and Compliance Department. The main purpose of this role is to support donor compliance and audit readiness of Save Children Afghanistan’s ongoing ECHO funded project(s), this will include capacity building of project staff on ECHO donor compliance as well as verification of completeness, correctness, and archiving of supporting documents. In addition, the ECHO Compliance Officer will assist and coordinate the work of external auditors, and where possible assists in the conduct of risk assessments, internal audits and management reviews.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:
• Helps the Risk and Compliance Team in preparation and implementation of Save the Children Afghanistan annual audit plans.
• Performs the audits/management reviews as per the instruction of the supervisor and as per the annual audit plans.
• Developing criteria, reviewing and analysing evidence and documenting client processes and procedures.
• With the support from Program Implementation, Risk and Compliance, the Awards Team, and the Save the Children Netherlands Finance Team, ensure ECHO donor compliance during project implementation; conduct review of audit documents; and preparation of plans and gathering of evidence to ensure error free audits of the ECHO funded project(s).
• Applying audit procedures during project implementation ensure/evaluate the control environment and recommend the proper course of action.
• Supports the risk and compliance team in identifying risks, red flags and conducting the risk assessments and risk mappings.
• Maintain and update ECHO donor compliance trackers.
• Monitor all departments to ensure and update the filing system of ECHO donor compliance.
• Update all departments on DG ECHO compliances for program implementation and documentation.
• Appraise the adequacy of the corrective action taken to improve compliance of the ECHO funded project(s).
• Perform related work as assigned by Director/Head of Audit and Compliance
• Other tasks assigned by the supervisor.

Job Requirement
QUALIFICATIONS
University degree in business administration, law, social science or any other relevant technical credentials.
EXPERIENCE AND SKILLS
• Has over 3 years of working experience in ECHO audit, control, compliance and related field.
• Skill in conducting quality control reviews of audit work products.
• Skill in collecting and analysing complex data evaluating information and systems and drawing logical conclusions.
• Skill in planning, project management and maintaining composure under pressure while meeting multiple deadlines.
• Skill in effective verbal and written communications including active listening and presentation of findings and recommendations.
• Good command of English language and computer literate i.e. MS Office.
• Accuracy, Good interpersonal skills, attention to details, commitment to transparency.
Desirable:
• Professional certification CIA, CA, ACCA is preferred.
