About Action Against Hunger: Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.
Job Description
Goal
To support/Facilitate the team projects implementation in the field office where Action Against Hunger doesn’t have permanent bases to implement the logistics policy of the country office to ensure good logistical performance and provide the best possible support to the programs
Responsibilities:
Mission 1: Support Base Logistics Manager to ensure the smooth running of the supply chain (order, purchase, storage and deliveries)
- Support the Base Logistics Manager in the assessment of program needs for provision of procurement requests
- Facilitate all supplies procurement at base projects location in accordance to logistic supply department.
- Follow up the deliveries to Lower bases and inform immediately the Base Logistics Manager in charge in case of quantity or quality problem
- Ensure that all documents regarding the supply chain are filed according to Kit Log procedures
- Facilitate the purchases and perform regular price checking in team province.
- Ensure good warehousing conditions of the good
- Ensure the adequacy between the physical check and the Stock Follow Up and keep the SFU/SR updated.
- Facilitate and compile the monthly report for the supply part (PFU, SFU, and Price List) for the projects.
- Make sure AAH logistical procedures are respected and supervise both clients and suppliers in the application of these procedures
- Procurement Follow-Up with supply department for base projects.
- Putting in place and arranging for purchases in a timely manner and in accordance with the AAH procedures applying to each purchase (goods, works/services, premises)
- Support Base Logistics Manager in negotiation and selection of suppliers with consultation of supply department.
- Ensure controlling deliveries to projects location.
- Control stock management (storage conditions, reporting, expiry dates) and stock movements
- Collecting data on the market and local supplier’s base level.
Mission 2: Supervise the Base Stocks
- Ensure that the procedures and instructions of stock management are followed
- Implement buffer stock and establish a replenishment level if necessary
- Ensure regular inventory of the stock (monthly and randomly)
- Ensure that the stores are hygienic, clean and ventilated and monitor regularly the storage conditions
- Ensure the deliveries are done according to the request
- Make sure that all the documentation match together (physical inventory, bin cards, stock cards, Stock report)
Mission 3: Documentation and Archiving of Logistics Documents
- Make sure all the supply chain documentation (PD, PR, SRO, and DN) is scanned and delivered to mission logistic department.
- Support coordination office with scanning of the base logistics documentation, uploading in NHF and the proper archiving for better access in case of future need and internal audit
Mission 4: Responsible for Fleet Management and Equipment
- Mark the allocation and the use of the equipment in projects and regular update share with Base Logistics Manager
- Ensure installation and monitor the maintenance and repairing of the equipment in accordance with the Stock and Equipment Keeper
- Doing of regular asset inventory and update the base equipment list in accordance with Stock and Equipment Keeper and the Country ICT Manager
- Supervise and monitor the fleet management in the Base
- Monitor the equipment allocation and organize the maintenance and repairing to be done by Stock and Equipment Keeper
- Manage Base vehicles on weekly planning through the existing documents.
- Make sure the Log Book is properly filled up by drivers and collect it on monthly basis.
Perform any other duties assigned by line manager
Job Requirement
Qualification/level of study:
- Bachelor degree in Logistics Management, Business Administration, Economics from recognized University
- Minimum 2 years proven experiences in the same level with international NGOs
- Minimum 4 years’ experience in Logistics, Procurement, Contracts, Supply, Fleet and Stock Management Administration
Skills required:
- Good organization, planning and reporting skills are necessary.
- Ability to manage staff & working environment according to local culture
- High flexibility in deployment on the selected area

- Fluent in local languages (oral and written), knowledge of English will be a plus advantage

- Excellent knowledge in reporting skills, updating logistic related tools
- Ability to work well within a multi-cultural staff in multiple and remote locations

- Excellent communication and interpersonal skills, together with the capacity to remain calm under pressure and not lose sight of strategic priorities
