AFGA has been working in the field of Reproductive health and Rights since its inception and has recently become an associate member of the International Planned Parenthood Federation (IPPF). AFGA activities were suspended due to war and conflict in the country for ten years (1992-2002) and resumed its activities in 2002 with financial support from International Planned Parenthood Federation (IPPF). IPPF is an alliance of 151 family planning associations known as Member Associations which has projects in over 180 countries. IPPF continues to be the largest civil society provider of reproductive health information and services in the world.
Job Description
Job Summary:
AFGA seeks for qualified humanitarian (medical and non-medical) warehouse officer, under direct supervision of the RHCS Coordinator (Humanitarian), the humanitarian warehouse officer will be responsible for the management of AFGA humanitarian regional warehouse in Western region (Herat). His main responsibilities will include but not limited to controlling of all warehouse through supervision of supply chain assistants, regular reporting of the supply movement, completion of eLMIS data entry, ensuring regular update of the warehouse records including stock cards, coordinating the planned supplies prepositioning with UNFPA implementing partners including medical and non-medical supplies and any task assigned by his supervisor.
Specific Responsibilities:
- Understand, implement and/or maintain standard inventory management policies and procedures.
- Receiving and verifying the accuracy of incoming and outgoing shipments that include medicine, pharmaceuticals, and non-food items.
- Sorting, placing, and putting away the goods in the appropriate place in the warehouse according to each donor and project.
- Prepare appropriate documentation for shipment of goods moving from one location to another and update warehouse documents and records.
- Oversee trucks loading operations to ensure all policies and procedures are followed accordingly.
- Maintains accurate inventory records through the use of a computerized inventory system.
- Manage and document the receipt, handling, storage, release and reporting of goods through the AFGA warehouse.
- Manage casual laborers in the warehouse while handling goods or relocating.
- Ensure the maintenance of warehouse building(s), fittings and equipment on a regular basis.
- Implement and ensure clear safety procedures.
- Implement and ensure clear loading/unloading procedures, correct stacking, and turnover (FIFO) and (FEFO) procedures.
- Be able to make and handle the delivery of shipments.
- Maintain the Warehouse activity book recording all outgoing and incoming receipts and activities.
- Liaise with supply chain assistant for the receipt of Goods, Supplies and equipment through proper documentation such as receipt of approved PR, Purchase Order, Invoice, and delivery report.
- Record all the items received in stock cards and database before issuing them to requesting unit and coordinate well with Pharmacy/Logistics Officer.
- Monitor security of AFGA storage and supplies.
- Receive completed store’s request forms and prepare the goods for issuance through store release order.
- Receipt, count, place and record all medicine, pharmaceuticals and other items at the time of receipt and deliveries.
- On a monthly basis, work with the Logistics and Pharmacy/Logistics Officer to reconcile the Warehouse register (Database) with stock cards, issue forms and supplies receipt and release
- Update the stock record cards regularly.
- Conduct routine inventory inspection and submit report to Pharmacy/Logistics Officer in a timely manner.
- Conduct Regular Warehouse inspection for pests, insects, and rodents’ control, take necessary action for any foreseen situations.
- Conduct regular cycle count and spot check of warehouse.
- Monitor the needed Items stock replenishment mechanism.
- Provide and assist the Pharmacy/Log Officer on the required list of drugs, RH-Kits, Pharmaceuticals, and other items.
- Ensure warehouse goods and equipment are properly handled with BIN, Stock cards, and updates are tracked on a regular basis.
- Manage the close expiry products and inform Pharmacy/Logistics Officer at least 8 months in advance for immediate decision making.
- To coordinate with the Pharmacy/Log officer for the safe disposal of expired or disposed materials and maintain the approval and records in the proper filing.
- To ensure all assets, inventory, and warehouse data backup system. This includes both soft and hard copies are backed up on monthly basis.
- Ensure all warehouse management policies, pharmaceutical management Standard Operating Procedures (SOPs) are respected and compliant with MoPH standards.
- Maintain regular meetings and discussions with stock replenishment and other risks observed are reported on time for corrective measures.
- Facilitate efficient coordination for the movement of goods from the supplier to provinces and field offices in close coordination with the Pharmacy/ Logistics Officer and Logistic team.
- Ensure AFGA’s donors related documentation is maintained including medicine, consumption/receipt and etc.
- Develop and maintain positive relationships with suppliers and organization staff.
- No sign of rodents, insects, cracks, moisture, or dump is visible that can damage the commodities.
- Prepare a monthly report for the expendables store outlining all stock movements and remaining balances.
Job Requirement
- Graduated of well-known university from the faculty of pharmacy.
- Having at least three years proven experience with national and international NGOs in the field of pharmacy warehouse and supply chain management.
- Good knowledge and skills of stock management.
- Ability to prepare supply related documents in English.
- Having previous experience with medical warehousing particularly in humanitarian related activities.
- Skill and ability of eLMIS registration and report extraction.
- Good communication skill in the area of supply chain management.
- Ability to conduct field visit for supply distribution if needed.
- Having background of working in medical supplies management during humanitarian setting is plus point.
