About UNODC Office, Kabul: UNODC assists the member states to better address a coordinated and comprehensive response to the interrelated issues of illicit trafficking and abuse of drugs, crime prevention and criminal justice, international terrorism and corruption. The UNODC Country Office for Afghanistan aims to contribute to stability and development in Afghanistan and has helped the Afghan Government to strengthen its counter-narcotics capacity and improve its legislative framework and judicial system.

Job Description

UNODC has been contributing to the emergency and basic human needs support provided to Afghanistan under the UN Transitional Engagement Framework (January 2022 – June 2023) and UN Strategic Framework for Afghanistan (July 2023 – December 2025). Provision of alternative livelihoods to vulnerable communities reliant on income from illicit narcotic crop cultivation has been targeted under UNODC interventions whose needs has significantly increased following the decree prohibiting “Poppy Cultivation and All types of Narcotics” (henceforth “poppy ban”) in April 2022. Opium constituted the main source of income for the opium farmers with 46% of their overall income, hence many former poppy farmers are struggling to meet their basic needs as the income from opium was most commonly used for food, medicine and debt repayment. Many resort to negative coping mechanisms to make ends meet. UNODC under its Alternative Development (AD) Programme is leading the efforts for provision of viable licit and sustainable alternative sources of income within the framework of a UN-wide coordinated alternative development approach to address multiple vulnerabilities of formerly opium poppy reliant communities through design and implementation of comprehensive and integrated interventions. Following the confirmation of 95% reduction in opium poppy cultivation by the UNODC Afghanistan Opium Survey 2023, mobilization of additional funds and development of new partnerships is a pre-requisite for expansion of alternative development interventions in order to reverse the socio-economic backslide caused by the limited alternative livelihoods support and ensure transition to sustainable licit alternatives. This position is located in COAFG of UNODC with duty station Kabul, Division for Operations (DO) in support of efforts to diversify donor base, funds mobilization and partnership building.

Job Requirement

Under the overall guidance of the UNODC Representative and direct supervision of Programme Officer, the National Partnerships Officer will undertake the following substantive duties and responsibilities:

  • Support development, updating and implementation of partnership, advocacy and resource mobilization strategies and workplans;
  • Periodically review partnership, advocacy and resource mobilization strategies and propose reallocation of resources and revision of campaign goals as necessary;
  • Undertake lessons learned review of successful and unsuccessful fund raising campaigns;
  • Conduct research and gather information on humanitarian and development funding for Afghanistan;
  • Conduct research on cross-cutting areas such as gender, climate change and migration and identify the intersecting, interconnected and intertwined areas with AD;
  • Ensure participation in and represent the agency in partnership, resource mobilization, and advocacy events;
  • Initiate, develop and maintain working relationships and strategic partnerships with implementing partners and donors;
  • Identify donor priorities, procedures, and requirements for funding;
  • Monitor the donor perception of UNODC in the country and recommend appropriate action to maintain a positive image for the organization;
  • Develop and maintain systems to strengthen institutional memory related resource mobilization and partnerships, including establishing and maintaining a filing system and database keeping track of all engagement with donors, progress on resource mobilization, approved proposals, fund transfers, donor reports and updates on funding pipeline;
  • Provide inputs for development of proposals and reports for donors and ensure quality assurance, compliance with donor requirement and alignment with donor priorities;
  • Prepare customized donor briefings and presentations;
  • Collaborate with the communications section and programme sections to ensure that adequate material is available to support partnership development;
  • Ensure that the communications section and programme section are fully aware of donor recognition requirements, facilitate the production of quality donor recognition products as needed, and ensure that these products are regularly shared with donors;
  • Contribute to development of donor outreach material and publications and advocacy tools;
  • Advise senior management and programme sections on partnership opportunities and risks;
  • Support the planning and coordination of all resource mobilization and partnership missions by senior management;
  • Provide support to reprogramming, waivers, no-cost extension and budget and project revision requests;
  • Assist in developing and maintaining close collaboration with service providers, suppliers, vendors, implementing partners and pro-bono partners;
  • Advise on the content of and contribute to drafting, editing and amending of agreements, memorandums, letters of intent, terms of reference, contracts with service providers, vendors, implementing partners, and UN agencies and liaise with the HQ for their finalization, clearance and signatures;
  • Start and follow up expression of interest and request for quotation processes for implementing partners, service providers, suppliers and vendors and contribute to pre-assessment, assessment and contracting phases;
  • Monitor and evaluate the implementation and compliance of implementing partners with the contracts signed and assure on time payments;
  • Any other duties as required by the supervisor.
