About MgtWell Consulting Services: Background: The NGOs/CSOs Capacity Support Project (NCCSP) is designed to bolster the capacities of local non-governmental organizations (NGOs) and civil society organizations (CSOs) to better serve their communities, ensure transparency, and promote sustainable development. With the expansion of activities and increased funding from donors, there is a heightened need for rigorous financial management and adherence to compliance standards. Under the auspices of the World Bank's NGO/CSO Capacity Support Project (NCCSP), MgtWell is collaborating with UNDP to offer a comprehensive On-the-Job Training (OJT) program and develop policies and SOPs to strengthen the capacities of Civil Society Organizations (CSOs) and Non-Governmental Organizations (NGOs) in Afghanistan. This initiative stems from a broader endeavor that aims to enhance the operational effectiveness and impact of these organizations within their communities. OJT Overview: The UNDP strategy prioritizes the holistic development of 400 select NGOs/CSOs through a vigorous training curriculum, comprising 10 tailored modules. Having successfully trained an initial cohort of 400 organizations, the project has introduced the OJT program as a supplemental phase. This phase specifically targets those organizations showing significant promise, focusing on addressing their unique institutional challenges and equipping them with practical skills for immediate application. For the pilot phase of the OJT initiative, 100 out of the initial 200 NGOs/CSOs have been shortlisted by UNDP, with the partnership of MgtWell and PAC, to benefit from this hands-on training approach. Objectives: In close collaboration with UNPD management objectives of this assignment are: Conduct initial institutional gap identification assessment Undertake review of NGOs/CSOs existing Technological Infrastructure and Management systems and processes. Carry out capacity building programmes in addition to the job training (to specific NGOs/CSOs teams to enhance their skills) that will be provided by the expert to ensure that staff has the requisite capacity to implement the improved technological and management infrastructure systems.
Job Description
- Technological Infrastructure and Management Expert
The Technological Infrastructure and Management expert will provide support to NGOs/CSOs, to ensure that there are adequate technological and management infrastructure system in place.
1. Technological Infrastructure and Management system:
- Conduct initial institutional gap identification assessment as sample from 30% of NGOs/CSOs
- Review Information Technology Policy
- Back up policy
- Banner Data Acceptable use policy
- Computer and Network acceptable use policy
- Password policy
- Requirement for securing computing
- Data breach policy
- Log management
- Network Access account policy
- Provide on the job trainings on the application of policies and procedures
- Follow up on the implication of policies and procedures
2. Branding system:
- Review branding policy for NGOs/CSOs
- Review brandmark (logo)
- Describing Colors palettes
- Brand positioning and personality
- Provide on the job trainings on the application of policies and procedures
- Follow up on the implication of policies and procedures
3. Web Development:
- Support regularly update NGO/CSO web site;
- Review multiple social media pages such as Facebook, twitter, Instagram etc.
- Ensure the regular updates and posting contacts, feedbacks and quarries
- Human Resource and Admin Expert
The Human Resources and Admin expert will provide support to NGOs/CSOs, to ensure that there are adequate Human Resources and admin systems in place.
1. Human Resources:
- Conduct initial institutional gap identification assessment as sample from 30% of NGOs/CSOs
- Review Human Resources policy and procedures
- Hiring and Recruitment procedures
- Employee Data Protection Strategy
- Unlawful Discrimination Procedures
- Employee Training and Development Procedures
- Disciplinary and Termination Procedures

- Follow up on the application of policies and procedures
2. Admin:
- Conduct initial institutional gap identification assessment as sample from 30% of NGOs/CSOs
- Review Admin policy and procedures

- Monitoring and Evaluation Expert
The Monitoring and Evaluation expert will provide support to NGOs/CSOs, to ensure that there are adequate Monitoring and Evaluation systems in place.
Specifically, the expert is expected to undertake the following tasks:
1. M&E system:
- Conduct initial institutional gap identification assessment as sample from 30% of NGOs/CSOs
- Review M&E Manul
- Review Monitoring plan
- Review annual plan
- Development of Results Framework based on its objectives, indicators and activities
- Provide on the job trainings on the application of policies and procedures
- Follow up on the application of policies and procedures
- Financial Management and compliance Expert
The financial management and compliance expert will provide support to NGOs/CSOs, to ensure that there are adequate financial management systems in place.
1. Financial Management systems:
- Conduct initial institutional gap identification assessment as sample from 30% of NGOs/CSOs
- Review financial policies, systems and procedures
- Develop finance manual
- Reviewing accounting cycle
- Reviewing financial statements
- Establish Accounting elements (Dr, Cr,)
- Reviewing Taxation system
- Establishing financial reports
- Developing record keeping polices
- Initialization of accounting software’s (QuickBooks)
- Banking and remittance management
- Provide on the job trainings on the application of policies and procedures
- Review compliance with statutory obligation, funding agreements and reporting
- Review asset management practices at Head-office
2. Procurement systems:
- Conduct initial institutional gap identification assessment as sample from 30% of NGOs/CSOs
- Review procurement policies and procedures
- Provide on the job trainings on the application of policies and procedures
- Follow up on the application of policies and procedures
- Review the existing procurement processes/ systems, the controls therein and assess whether they facilitate efficient use of resources
- Identify weaknesses in the procurement system/ processes that could lead to any anomalies
3. Logistics:
- Conduct initial institutional gap identification assessment as sample from 30% of NGOs/CSOs
- Provide on the job trainings on the application of policies and procedures
- Follow up on the application of policies and procedures
- Review existing commodity receiving and stock issues processes and recommend changes that would ensure goods are optimally stocked and accountably distributed
- Strategic Planning, Organizational Development and Program Delivery Expert
The strategic planning and program expert will provide support to NGOs/CSOs to ensure that there are adequate strategic planning and program management systems in place
- Strategic plan:
- Conduct assessment of existent strategic system and organizational structures
- Review strategic plan and procedures
- Provide on the job trainings on the application of policies and procedures
- Follow up on the application of policies and procedures
2. Program management systems:
- Carry out critical review and assessment of program system
- Review program development and proposal writing procedures and committee skills whether they involve, beneficiaries, staffs and stakeholders
- Review program manual and procedures for NGOs/CSOs
- Provide on the job trainings on the application of policies and procedures
- Follow up on the application of policies and procedures
3. Gender and PSEA
- Carry out critical assessment of Gender mainstreaming and PSEA of NGOs/CSOs
- Provide on the job trainings on the application of policies and procedures
- Follow up on the application of policies and procedures
4. Grievance Redress Mechanisms (GRM)
- Provide on the job trainings on the application of policies and procedures

Job Requirement
Qualifications
- Education:
- Master University Degree in relevant field (MBA, IT HR. Finance and Administration)
- Experience
- Minimum of 10 years of relevant field
- At least five (5) years of demonstrated experience as a technical advisor/Technical Assistance or trainer in the relevant field.
- Good knowledge of donor requirements including policies and procedures.
- Experience with general management practices and techniques, including management principles, governance and accountability, risk management, use of technology, project management, research and analysis, quality assurance, is required.
- Proven track record in working effectively with multi- disciplinary teams
- Experience with not-for-profit organizations/ International Non-Governmental Organizations (NGO), is highly desirable.
