About Action Against Hunger: Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.
Job Description
Purpose of the position
- To assist the HR Manager in implementing the tasks of the HR and administration department.
- Gain experience and improve capacity to grow the contribution provided to the department.
- To be proactively involved in the Human Resources strategy and implementation of objectives.
Generic responsibilities:
- Adhere to AAH recruitment & other policies, tools, handbooks and guidelines;
- Promote and share ideas for improvement;
- Perform tasks according to the work and development plan.
Specific Responsibilities:
Objective 1: Keep national staff files up-to-date
Activities:
- Check the validity and file documents in the staff files, and request for missing documents,
- Update the staff data base with personal information, leave days and overtime forms,
- Check the eligibility, paper wedding, and child allowance request for base national staffs and properly file them.
- Check that the request for mission allowances (perdiem,/overtime) have been approved and are conformed with AAH policies and the national regulations,
- Keep the list of staff members up to date for the insurances and financial reports
Objective 2: contribute to organizing staff recruitment and departure
Activities:
- Announcement of vacant positions both internally and external at AAH Gate.
- Making longlist of positions, identify candidates with past AAH experience and reviewing personnel files.
- Calling candidates for written test and interview.
- Sending or giving conflict of interest form to candidates before written test.
- Provide support to HR Manager in making final summary report of recruitment.
- Prepare & send candidate reference release form after selection.
- Reference check of selected candidates and make them file with HR documents.
- Prepare AAH’s employment contracts, and dispatch them after signature by the FC/HR HOD.
- Collect all the personal information needed and make sure that every new employee signs an employment contract, a job description, and the AAH Charter, Social benefits, internal regulations before working.
- Prepare ID for new employees.
- Making & updating recruitment tracking sheet and share it with HR Manager.
- Support HR Manager in organizing induction sessions for new employees.
- Send all the information needed to the HR department in Capital to organize the full and final payment.
- Ensure with the logistic department that the AAH equipment is given back before the full and final payment.
- Ensure that resignation letters and clearance forms are filed after staff departure.
Objective 3: Participate in the HR issue
Activities:
- Support HR Manager in updating organization organogram.
- Assist HR Manager in making Payroll.
- Ensure that all staff get work permit and TIN and make it file in their personnel files.
- Consolidate and report to the HR Manager all request from the staff,
- Support the HR Manager in the internal communication of HR issues, and conciliation with the staff
- Support the HR manager during the meetings and recruitment process.
- Assist the HR Manager in the implementation of AAH code of conduct, classification grid and salary scale
- Follow-up the national code of conduct, the employment tax and regulations, and ensure that AAH HR policy is consistent with them.
- Covering meetings participation in the absence of HR Manager.
Objective 4: Giving PSEA Training
Activities:
- To give PSEA Training to staff and make training report, submit the report to HR Manager and file it for future record.
- To ensure all female staff get PSEA training and file PSEA training attendance sheet in their HR personnel files.
Objective 5: Travel Administration
Activities:
- Receive Flight Requests and submits appropriate travel request from staff to capital focal person for Travels, releases the ticket to appropriate staff on time when received from capital office
- Ensure that Movement Plans are communicated on a daily basis to appropriate Coordination Staff and Field Office Personnel
- Monitors that availability of the Flight for Delocalized Staff to ensure adherence to approved policy and communicate to HR Team in the field offices, should there be any potential excesses
Objective 6: Employee Relations
Activities:
- Assist in employee activities, including but not limited to producing communication materials, translation services and organizing group activities
- Ensure the proper posting of HR communication materials and compiling/archiving relevant materials to become part of institutional memory
AOB
- Any other task as deemed necessary by line manager, FC or AAH HR Department as reasonably expected within HR functions.
Job Requirement
Qualification/level of study:
Education
- Bachelor in Human Resources Management, BBA, Economics, or similar fields
- Instead of diploma in related field, 4 years of professional experience in a similar position may be accepted with high school certificate
Experience
- At least 2-3 years of professional experience in HR
Required skills:
- Bachelor in Human Resources Management, BBA, Economics, or similar fields;
- Well organized, efficient, hard-working and proactive;
- Knowledge of HR practices, particularly familiarity with personnel files;
- Familiarity with NGOs’ working environments is an asset;
- The highly ethical approach to handling sensitive HR information;
- Good theory/understanding of full-cycle recruiting;
- Knowledge of labor legislation;
- Knowledge of Humanitarian principles and standards
Language Requirements: Fluency in written and spoken Dari, and English.
Computer skills: Microsoft Office
