Context: Under the overall supervision of the Head of Sub office (HSO) and the direct supervision of the Migration Health Unit’s (MHU) Project Assistant (Admin/Finance) and, in close collaboration with the Sub-Office Admin/Finance Assistant and provincial level Senior Programme Assistant (SPA), the successful candidate will be responsible and accountable for assisting with resource management functions for MHUat provincial level. The incumbent is expected to carry out the duties in accordance with the strict ethical standards and with due respect for gender and socio-cultural sensitivities.

Job Description

Support the MHU Admin/Finance Assistant and SPA on the timely, submission and follow-up of the Migration Health Unit Provincial quarterly workplan and financial forecasting.

Assist in raising and coordinating monthly PRF for required goods and services at Sub-Office related to MHU and follow-up with assigned procurement focal point through - tracking sheet.

Support in proper financial and administrative filling system, record keeping in hard and soft versions with easy access.

Assist in making travel arrangements of field staff who do not have internet access and assist in submission of TRs, and TECs of field staff under eTASS and/or other relevant IOM systems.

Support the staff in preparation and follow up on all administrative, and HR related issues of MHU projects including staff onboarding and separation clearance as well as asset management.

In coordination with the Sub-Office Admin and Finance Assistant receive and verify the documents from MHU-LTA Contractors, process and follow up on their payments through relevant IOM systems (OIPA, Oracle-based system).

Request for operational and travel advance and it’s liquidation for MHU related activities.

Support the existing and newly recruited staff on email creation, vendor account creation, and further coordination with the HR & ICT support unit on both staff onboarding and staff separation formalities.

Assist in event management for training and conferences taking place in the relevant province, travel arrangements, transportation arrangements, and providing required support to the MHU SPA and Kabul based Admin and Finance staff.

Support the Sub-Office procurement team in purchasing of office supplies, procurement of equipment and identification of supplier for MHU staff.

Update MHU staff contact list for the region with banking details.

Keep full record of MHU assets and regularly update MHU assets inventory and conduct physical inventory twice a year.

Any other related task that may be assigned by the supervisors.

Education

Bachelor’s degree in business administration, finance or a related field from an accredited academic institution with one years of relevant professional experience.

or

High School Diploma / Certificate in above fields with three years of relevant experience.

Experience

  • Experience working with a UN agency, NGO, or international organization is required.
  • Direct work experience in administration and/or finance is a strong advantage.
  • Prior experience related to procurement and supply chain management is a strong advantage.

 

SKILLS

  • Knowledge of Microsoft Office applications, especially Microsoft Excel, is required.
  • Knowledge of an accounting software, such as SAP or Oracle, is a strong advantage.
  • Ability to work efficiently and apply knowledge of logistics, finance and procurement is a strong advantage.
  • Ability to effectively coordinate and cooperate as part of a team, including through remote cooperation is a strong advantage.
  • Ability to anticipate and understand internal and external challenges and opportunities that may impact operations is a strong advantage.

 

Languages

  • For all applicants, fluency in English is required (oral and written).
  • Working knowledge of Pashto or Dari is required.
  • Fluency in other national language(s) is a strong advantage.
