Job Description

TEAM/PROGRAMME: Finance                           LOCATION: Kabul

Child Safeguarding: 
Level 2: either the role holder will have access to personal data about children and/or young people as part of their work; or they will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore, a police check will be required (at ‘standard’ level in the UK or as applicable).
ROLE PURPOSE:   
The Director of Finance is based in Kabul and reports directly to the Country Director. As a member of the Senior Management Team (SMT), the Director-Finance is responsible for leading, ensuring the strategic direction and effective operation of Afghanistan Country Office Finance. The Director-Finance in her/his capacity is responsible for finance management, budget administration, and financial reporting – in both emergency and development programming contexts.


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

Key Area 1: Strategic Direction: Be responsible for strategic direction and leadership of Save the Children Afghanistan Finance.  

Key Area 2: Financial Performance and Standards: Be responsible for long term financial planning in line with Child Safeguarding Policy, coordination of annual budget exercise, revision and update of in-country financial policy, analyze financial performance of the country operation, undertake capacity building initiatives for the field office-based finance staff, set financial performance standards and re-engineer processes within Finance for smooth operation.

Guide/Assist the Country Director and the SMT in the management / administration of the Country Office resources and its sub-offices including: 
a.   providing effective support and guidance to the SMT and other key program staff during planning and resource allocation exercises; 
b.   monitoring implementation of donor agreements and resource utilization, and;
c.   highlighting variances, provide analyses and recommend resolution or reallocation of resources.


•   Work along with relevant sector/program director(s) in developing plans to meet long-term funding and programming needs including diversification of funding sources.
•   Identify and effectively manage all key risks, especially financial, related to delivering the Country Office programme and develop mitigation plans at proposal stage.
•   Provide support for financial aspects in regard to budget development for new proposals, modifications, and cost/no cost extension.
•   Coordinate with Awards Team for the release of donor fund summaries from the Members to ensure accurate and systematic accounting of grant transactions is made possible. This includes the provision of required information to the finance team for creation of DEAs and posting of the phased budgets.
•   Ensure timely participation and compliance with SCI internal budgeting process like Master Budget, and reforecasts. 
•   Provide guidance to finance and non-finance staff and coordinate efforts to ensure compliance with donor requirements.
•   Submit timely financial reports to the Regional Office, Budget-holders and donors as required. 
•   Monitor accurate and timely submission of financial reports and attachments to Members, donors and government regulatory agencies.
•   Manage the Country Office financial systems and provide the SMT and all budget holders a monthly update on the budget variance and other analysis on pre-agreed formats.
•   Monitor completion of financial reports for grants/contracts. Ensure proper accounting and closing of books upon receipt of completed reports and documents from various sub-offices.
•   Ensure sub-offices receive adequate support to operate efficient accounting systems, including timely receipt of monthly budget variance analysis by budget holders, timely answers to queries and scheduling tasks and deadlines.


Key Area 3: Treasury and Payables: Ensure that there is an effective fund accounting and fund management function. The key functions to ensure are proper management of payables, cash at bank and petty cash, process monthly fund request to Save the Children International centre office, ensure the documentation maintaining adequate audit trail, overseeing all staff/ vendor/partner and other required payments, transferring fund to sub offices, monitoring Forex gains and losses etc.


Key Area 4: Financial Governance/Compliance: Be responsible for ensuring country operation is fully complied with NGOAB and grants audit requirements, relevant TAX and VAT laws, compliance with GAAP and relevant Save the Children International and donor policies and procedures; Ensure effective coordination external audit and handling queries from regulatory authorities (NGOAB, Donors, Auditors, NBR etc.).


Key Area 5: Financial Management Systems: Ensure that proper recording accounting transactions into the accounting system (Aggreso), maintenance of Financial Management System (FMS) master data, compiling master budget for the Country Office, forecasting the funding grid (member allocations), and management reporting etc.


Key Area 6: Training and Technical Assistance: Visit the Afghanistan country office sub-offices/partners periodically and provide training and technical advice in the areas of Finance. Ensure all units have a clear work plan and a learning and development plan which are logically related to the program objectives. Ensure all new staff in the units are thoroughly briefed on their responsibilities, their role within the organization and the objectives and values of Save the Children International.


Key Area 7: Program Design and Development: Assist the Director Program Development and Quality, Deputy Country Director-Programme Operations and Country Director in designing and developing project proposals and help develop Afghanistan Country Office’s CAP (Country Annual Plan). Lead the development of organizational capacity across Save the Children International in Afghanistan in the fields of financial management and support services.


Key Area 8: Representation and Role as Senior Leadership Team member: Establish and maintain good relationship with relevant government ministries and departments, UN agencies, donors and NGOs, in order to strengthen coordination and collaboration and to generate interest and funding for Afghanistan Country Office programs. Ensure compliance of Save the Children International to national legal provisions including those governing registration and approval of NGO activities, financial management and employment. Inform Country Director when the organization is at risk of breaching these provisions and when major changes occur in them. As a Senior Management Team member contribute towards overall organizational goals and objectives by participating in strategy formulation, policy development and various business processes design

Job Requirement

QUALIFICATIONS
Academic: FCMA/FCA/CPA preferred, postgraduation degree from reputed University, preferably in Finance or Business Administration or similar relevant area
 

EXPERIENCE AND SKILLS

ESSENTIAL

Working experience: Minimum 12 (twelve) years of relevant work experience with at least 5 (five) years in a senior management position. 
•   Previous INGO experience is strongly preferred.


Job related knowledge
