Job Description
Purpose
The Cooperation Program Officer contributes to the development and implementation of the partnership between the ICRC and the Afghan Red Crescent Society. For this purpose, s/he works in close collaboration and coordination with his/her counterpart at the ARCS, supports the implementation of the ARCS-ICRC activities as foreseen in the annual cooperation plan of action, which includes training workshop on how to operate safely. S/he contributes to building a positive relationship between the ICRC and its Movement partners.
Main Responsibilities
- Oversees the implementation of the annual Cooperation programme with the ARCS in the Central North West & Central South West Regions, For this purpose, closely engages with his/her counterparts to jointly define a quarterly plan of action and monitor its implementation.
- Is responsible for the implementation of the Safer Access training sessions in the two regions covered by the ICRC sub-delegation. For this purpose, works in close collaboration with the ARCS SAF focal points at Regional level.
- Provides guidance and technical support in the areas of cooperation with the RCRC Movement and capacity strengthening/organization development.
- Establishes and maintains a constructive relationship with his counterparts, fostering dialogue and mutual learning.
- Assists in developing and organizing trainings and workshops
- Actively prepares, participates to and reports on meetings related to programme implementation and monitoring.
- Ensure the proper use of the budget allocated to each activity under his/her responsibility.
- Travels to Provinces to monitor and support the project implementation at local level in close coordination with his/her counterpart at the ARCS.
- Translates accurately training materials, guidelines, standard operational procedures and Minutes of the Meetings from English into Pashto/Dari and vice versa as required.
- Interprets accurately from English to Pashto/Dari languages and vice versa during the meetings and as required.
- Contributes to the development of the Cooperation yearly plan of action and budget.
- Advises and supports the Head & Deputy Head of Sub-Delegation and Cooperation Coordinator on issues related to the project implementation, analysis of the context environment, providing recommendations.
Job Requirement
Certification required:
- University Degree in Business administration, Project Management or Similar
- Excellent command of Pashto and English both written and spoken
- Fluent in Dari
- Computer proficiency, including use of Word, Excel and PowerPoint
- Minimum four years confirmed practical experience in the area of project management, capacity strengthening, training, operational management or similar.
- Confirmed ability to prepare and monitor an activity budget
- Experience with an international organization is an asset
- Experience in organizational development and capacity strengthening is an asset
