The program “Support to Technical and Vocational Education and Training” (TVET program) aims at developing a target-group differentiated and labor-market oriented vocational education and training system in Afghanistan. It supports the Afghan TVET Authority to improve the core elements constituting a formal TVET system. The program consists of seven intervention areas: • Intervention area 1: Improving the effective operation of selected pilot schools. • Intervention area 2: Improving vocational education for company apprentices. • Intervention area 3: Facilitating cooperation between the private and public vocational training sectors. • Intervention area 4: Developing curricula geared to labor-market needs. • Intervention area 5: Capacity development for vocational training specialists. • Intervention area 6: Rehabilitation of selected pilot schools. • Intervention area 7: Piloting with new target groups
Job Description
Responsibilities:
The Procurement officer is responsible for Managing the overall procurement for the program. Purchase of goods and services and ensure for quality of the product considering price, delivery and continuity of role in line with GIZ rules and regulations.
Tasks in details:
- Purchase goods, materials, components or services in line with specified
- cost, quality and delivery targets
- Updating the procurement tracking sheet and report to unit manager
- Prepare the purchase order
- Adhere to GIZ roles and Regulation for launching any procurement
- Build, maintain and manage supplier relationships and keep up good communications
- Checks product samples together with internal recipients and/or representatives from partner institutions
- Conduct research for new components and suppliers
- Work closely with Admin office in the procurement function and review
- opportunities for continuous improvement in program
- Assists in and/or carry out other project activities and other tasks as assigned
- Monitor and advise on any issues which present risk or opportunity to the Organization
- Forwards procurement requests above 2,500 EUR to Admin Office for tenders
- Collecting of the fund request from units and giving update to Finance department twice a month
Job Requirement
Education:
- Bachelor’s degree in business administration
Professional Experience:
- At least 3-5 years of Experience in relevant field
Other experiences and skills (e.g. language, IT-skills, social and personal skills, etc.)
- Good knowledge of purchasing, negotiation and commercial understanding
- Able to build and maintain effective and productive relationships with staff, stakeholders and suppliers
- Good communication, negotiation, interpersonal and influencing skills
- Analytical, numerically astute with strong demonstrated problem-solving abilities
- Ability to fluently read and write and speak in national languages and English
