Job Description

Scope of work:

Under direct supervision of the Rural Development Manager, the Grant and Loan Officer is responsible for duly checking, controlling and verifying of the grant and loan applications to ensure it is in line with SCA’s productive loan guidelines, donor requirements, financial regulations, and project operational manual. He/She is also responsible to develop and maintain productive loan and grant database as well as managing overall productive loan and grant in close coordination with district team, finance unit and other relevant unites within SCA. He/She is also responsible to collect all grant and loan supporting documentation as required to complete productive loan and grant packages before taking next steps for distribution. He/She will take active part in the planning and implementation of the activities and will take necessary steps to bring improvements when it comes to identification, selection and verification of all productive loan applicants.

Main Responsibilities:

  • Develop and maintain the grant and productive loan database to be used as a source of verification for M&E
  • Prepare the balance sheet and comprehensive account specification for all expenses.
  • Maintaining the accounting system and filing original vouchers, data backup, and all other required supporting documents.
  • Preparing all monthly accounting and financial reports as per requirements.
  • Keep records of all RD daily expenses
  • Keep regular contact with the district team and finance unit to handle any issue related to grant and productive loan.
  • CDCs’ sub-project and business association revolving loan financial matters.
  • Conduct field visit to guide district team and loan applicants on how to prepare productive loan applications and business plans.
  • In accordance with productive loan guidelines, identify and distribute, loan to target groups.
  • Closely follow up distributed productive loan for successfully on time reimbursement with district team and other involved committees at district and community levels.
  • Establish proper review mechanism and verify the completeness and accuracy of productive loan and grant documents.
  • Contribute to conducting training and other capacity building activities to the project team and target groups.
  • Conduct field trips at least 30% of working days on monthly basis.
  • Provide necessary training on loan management to district team and target groups.
  • Any other relevant tasks required.
  • Conduct verification process and facilitate productive loan approval at regional level and other process.
  • Prepare & submit relevant activities plan with report in a timely manner.
  • Perform any other relevant tasks as assigned by the Line Manager.

Job Requirement

Qualifications & Job Requirements:

  • Bachelor’s degree in business administration, Economics and Agricultural economy from recognized college or university and any other relevant field.
  • 1-2 years’ relevant experience, especially within an NGO, UN agencies or similar organization or with well-known organizations.
  • Documented familiarity of rural livelihood, micro finance, productive loans and other relevant experience at grass root and higher level.
  • Experience in loan and accounting management.
  • Familiar with planning, budgeting, and reporting writing.
  • Computer skill at operator level, especially with MS Office packages.
  • Good command of English and fluency in Pashto & Dari, both written and spoken
  • Interpersonal and communication skills
  • Supervisory, team worker, analytical, and troubleshooting skills.
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
  • Honest, proactive and well mannered.
  • Familiarity with the north region where SCA operates.
  • Ready to work, live and travel in an intricate and strenuous environment.
