Job Description

Overall responsibilities are to undertake procurement of Medicine, Medical Supplies, Lab reagents, Medical Equipment also procurement of other goods requested by SCA- Health Program. Ensuring that all the activities are dealt with in accordance with organizational standards and policies.

Main Responsibilities:    

  • Ensure proper use and processing of procurement paperwork including but not limited to ITB, RFQ, Bill of quantity, bid analysis sheet, Purchase Order/Contract, and Payment
  • Procurement of   Medicine, Medical Supplies, Lab Reagent, and medical equipment items in accordance with SCA standards & Donor requirements from national and international suppliers.
  • Participated with the procurement committee assigned to the procurement of medical items.
  • Proper use of procurement ceiling and approval procedure throughout the procurement cycle
  • Coordinate with Finance to ensure the payment to vendors is made on time.
  • Arranging and presenting Procurement cases to procurement committees for review and approval.
  •  Market evaluation and supplier's due diligence.
  • Follow up with suppliers on the timely delivery of the goods and services and ensure the delivered goods and services are compliant with the contract’s terms and specifications.
  • ensure timely payments are made to the vendor against delivered goods and services.
  • Updating supplier’s database also registering new potential suppliers
  • Get cash imprest from Finance for urgent/direct purchases and provide the invoices, prepare the vouchers, and clear the imprest after completion of procurement processes.
  • provide instructions to vendors/offerors about general terms and conditions of procurement (goods/services).
  • maintain a good filling system.
  • Other tasks assigned by the line manager.
 

Job Requirement

  • Bachelor’s degree (BBA, Economics, LLB, Supply chain or Procurement) a pharmacy degree is plus.

Experience:

  • 3 years relevant experience in Procurement/Supply chain, especially within an NGO, UN agencies or similar organization.

Others:

  • Computer skills at the office operation level, especially with MS Office packages.
  • Fluency in English and Dari and/or Pashto, both written and spoken.
  • Good interpersonal and communication skills.
  • Ability & willingness to travel to the project sites within Afghanistan.
