Job Description

The Education Project Manager (EPM) is head of the Education Unit at Regional Management Office (RMO) level presently consisting of Education Senior Officer (Training), Education Senior Officer (General Education) Project Officer, Inclusive Education Officer/Trainer, Master Trainers and Education Field Supervisors. S/he is responsible for the management of the SCA education project team and for its capacity development in accordance with SCA Policies, education directives, work plans and budget.

The Education Project Manager (EPM) is responsible for program execution/implementation and project management at the regional level. She/he is to ensure that plans are effectively and efficiently implemented, and that intended outputs, outcomes, and results are achieved within the framework of SCA’s strategic plan, Work Plan, and Budget, as well as relevant policies, guidelines and steering documents. She/he ensures internal synergies as well as external partnership and coordination within respective sectors at the regional level, as well as utilizing the strategic and technical support of KMO program units. EPM is to collaborate on thematic and cross-cutting issues with the Capacity Development and Methodology unit at the RMO and to ensure the proper application of human rights and gender, civil society, advocacy, and capacity development guidelines in program activities. The EPM is accountable to deliver the planned activities while ensuring quality, proper utilization of the budget, engagement of stakeholders at different levels of project implementation and in the whole planning cycle, and to ensure mainstreaming cross-cutting issues in programmatic interventions according to action-plans that stem from the WP&B.

Main Responsibilities:          

General

  • Act according to the policy and regulations of SCA.
  • Keep updated with issues related to SCA and the environment where SCA operates.
  • Promote an attitude of team spirit, focus on quality improvement and Rights Based Approach (RBA).
  • Develop good co-operation with SCA units, authorities, institutions and other NGOs.
  • Do related jobs as delegated by HoRMO and/or Education Programme Manager.
  • Promote internal and external synergies on RMO level.

Supervisory Tasks

  • Coordinate and supervise the activities of education team on RMO level.
  • Oversee and guide the implementation of the education activities according to the policy, strategy, work plan, budget and other guidelines.
  • Frequently supervise education activities in the field, at least 15-20% of his/her official times to be spent in the project sites.
  • Appraise education team based on their achievements and professional characters throughout the year.

Technical Tasks

  • Ensure smooth implementation of the education project on regional level with its timeline and framework.
  • Ensure quality of the education projects through regular field visits, technical follow ups and evaluations.
  • Ensure preparations and follow up of action plans within the project framework.
  • Analyse the education data and share analytical reports/recommendations with the Education Programme Unit (EPU) for improving quality and implementation aspects of the education project.
  • In collaboration with Logistics Unit in KMO and RMO, ensures the timely provision and supply of the education materials to project office and schools.
  • Actively participate in recruiting process of the education staff in consultation with HoRMO and EPU.
  • In collaboration with the support units in RMO, ensures that the project staff receives on time logistics support in performing their daily actions plans and field visits.
  • Contribute in writing proposals, work plans, reports and budgets as required.
  • Ensure delegation and shared information within the project unit and with other units of SCA.
  • Liaise and coordinate with relevant stakeholders at RMO level, particularly with the Provincial Education Directorates.
  •  Liaise with other community development actors e.g. CDC’s, SMCs, TECs other NGOs etc to build on existing structures and initiatives.

 

Finance tasks

  • Lead the Education Project Management team in the budget preparations, follow up, revisions and to secure accountable practices according to financial regulations.
  • Approve project costs for payment within her/his authority.
  • Ensure all payments, procedures for bidding and procurements are according to the SCA approved manuals.

Training tasks

  • Through transfer of own knowledge and skills, enhances the ability of the education project team.
  • Ensure that all Education Staff have appropriate skills, knowledge and training opportunities to perform job functions as planned.
  • Coach and mentor Education Project Management team to ensure optimal results.
  • Identify training needs of education staff and give recommendations to HRM for further process.

Tasks of intra-organisational relations

  • Promote gender equality and non-discrimination with regard to ethnic, political and religious background.
  • Participate in workshops, seminars & conference organised by the SCA management.
  • Promotes good coordination with other SCA projects, all RMO units and other departments at KMO especially EPU with regard to project planning, budgeting and other related issues.

 

Tasks of relation with external agencies

  • Maintain good cooperative relation with the local (provincial and district) authorities, UN agencies, NGOs and other stakeholders.
  • Participate actively in ensuring broad understanding and acceptance by local (provincial and district level) authorities of the Education projects/programme and SCA in general.
  • Represent SCA Education Programme on regional level.
  • Actively mobilize community participation in education projects.

Miscellaneous Tasks

  • Contributes actively to the successful development and good reputation of SCA
  • Performs other tasks within the field of competency as assigned by the HoO and EPU.
  • Support coordinated planning, budgeting reporting processes on regional level.

Job Requirement

  • Graduated from relevant Faculty of University, preferably Education, Science or Literature. A Master’s degree is preferred.

Experience:

  • At least five years experience in a higher managerial position within relevant field of NGOs or UN organizations, preferably with education project management experience.

Other requirements:

  • Fluency in English, Dari, and Pashtu, written and spoken.
  • Strong interpersonal and communication skills and capacity to deal with different rural communities with varied political/socio-economic and educational backgrounds.
  • Ability to take initiative and pursue work proactively without being intensively supervised.
  • Good supervisory, leadership, analytical, and troubleshooting skills.
  • Ability to support colleagues and provide/receive constructive feedback.
  • Solid knowledge of planning, budgeting, and report writing
  • Familiar with the design, evaluation, and monitoring of education projects.
  • Computer knowledge at the operational level, SCA uses MS Office standard software.
  • Honest, proactive, and well-mannered.
  • Ability and willingness to travel to the project sites within Afghanistan and adjust to SCA environment.
