About The HALO Trust: The HALO Trust is the world’s largest humanitarian mine clearance organisation. We save lives and restore communities threatened by landmines and other weapons of war, such as cluster bombs, stockpiles of small arms and improvised explosive devices (IEDs). Born out of a desire to help the people of Afghanistan in 1988, we now have over 6,000 staff in 19 countries and territories, working to get vulnerable communities back on their feet following conflict. WHAT WE DO We create safe and secure environments in war torn communities by clearing landmines, managing stockpiles of weapons and destroying unexploded ordnance. War leaves countries for dead. It is painful enough for those who have lost everything, without finding that they cannot return home because the land is unsafe. Humanitarian relief helps in the immediate aftermath, but once the story has left the headlines there is a gap in the recovery process where communities are being forgotten. Families cannot rebuild their lives until they can return home and farm their land. Development cannot begin until there is safety, security and confidence to support infrastructure, or to plan for essential buildings like homes, hospitals, schools and businesses. In short, we help some of the world’s most vulnerable communities get back on their feet.
Job Description
Reports to: Senior Project Management Team
Performance Location: The individual filling this position will be supporting HALO Trust on a contract for the EU PSSM and working at different construction works in Kabul, Afghanistan. Periodic travel with extended overnight stays may be required while working on projects at other locations across Afghanistan.
Working Environment: The candidate will be based in an office based at HQ, with expected visits to construction and maintenance sites in Kabul.
Major Duties and Responsibilities: The incumbent will be responsible for, but not limited to, the following duties:
- Manage and oversee construction projects from conception to completion
- Monitoring all onsite and offsite constructions to ensure their compliance to building and safety regulations
- Analyzing plans, survey reports, maps, and other data to plan and design projects.
- Consider construction costs, government regulations, potential environmental hazards, and other factors during the planning and risk-analysis stages of a project.
- Ensuring the projects adheres to national and international engineering codes of conduct and regulations.
- Oversee and analyze the results of soil testing to determine the adequacy and strength of foundations.
- Analyze the results of tests on building materials, such as concrete, wood, asphalt, or steel, for use in particular projects.
- Prepare cost estimates for materials, equipment, and labor to determine a project’s economic feasibility.
- Consolidating all project site reports and submitting them to the project management team.
- Using design software to plan and design structures in line with industry and government standards.
- Perform and/or oversee surveying operations to establish building locations, site layouts, reference points, grades, and elevations to plan construction.
- Perform other duties as assigned by the HALO Trust senior management.
- The incumbent must have excellent communication skills to effectively communicate with field staff and senior management.
Job Requirement
Minimum Acceptable Experience and Qualification Levels:
- Proven working experience in civil engineering.
- Minimum of 3 years of relevant experience.
- Excellent knowledge of design and visualizations software such as ETABS, SAFE, AutoCAD, or similar (the candidate should prove his/her software usage capability).
- Proficiency in site layout, grading, utility design, erosion control, regulatory approvals etc.
- Project management and supervision skills.
- Strong communication and interpersonal skills
Language Requirement:
- Excellent understanding of English and fluency in Dari and Pushto
