About Action Against Hunger: Action Against Hunger/Action Contre La Faim (AAH/ACF) is a Non-Governmental Organization (NGO) that was created in France in 1979. AAH/ACF has been active in Afghanistan in the medical, nutrition, food security, and water and sanitation fields since 1995. AAH/ACF improved access to health and nutrition services for the most vulnerable people, who live in remote areas without a local health system. In particular, the country team supported pregnant and breastfeeding women and children under five, who are at greater risk of malnutrition. Nutrition programmes rely on an integrated approach, addressing both primary and underlying causes, in order to have a lasting impact on nutritional status. The country team worked at community level, in villages and at provincial level, strengthening the public health system. It also worked at national level to ensure reliable information about the nutritional situation reached the wider humanitarian community. Covid-19 prevention was integrated into all interventions and additional response activities were implemented, such as the disinfection of health facilities and public places, cash assistance, psychosocial support and the distribution of hygiene kits to affected populations.

Job Description

Duties & Responsibilities:

Job Summary:

The HR Officer will be under the direct management of Deputy HR Head of Department for Recruitment and Training and will carry tasks and activities as per approved weekly/monthly action plan by HR. The post holder is in charge of recruitment, training, liaison works with government and other authorities.

 

Recruitment Process:

  • Conducts Recruitment and Selection Process by following the standard process of (a) Meeting with the Hiring Manager to understand the Profile of the Person Being Recruited; (b) Longlisting the position based on the Job Description Criteria and agreeing with Recruitment Panel if necessary.
  • Ensuring that the Recruitment Requisition Form for each position is full approved and updated in the Recruitment Tracker
  • Advertise the vacancies in the different platforms available (e.g. external ACBAR, Job Boards; internal – Bulletin Boards, Mailing List)
  • Facilitating testing for candidates and participating in interviews to appropriately screen qualified candidate
  • Conducting Reference Checks and submitting the results for validation by the Hiring Manager, especially for those with Critical Findings.
  • Conducting Pre-Employment Formalities such as (1) checking of pre-employment documentation; (2) offer letter signature; (3) on-boarding orientation scheduling
  • Facilitating On-Boarding Orientation in Coordination with all the relevant Department Heads/Deputies and Hiring Manager
  • Ensuring that the employee has the appropriate logistical support (e.g. email address, office location, ID) on the day-1 of employment
  • Ensures that a Personnel File is prepared both in soft and hard copy format.  Facilitate the encoding of the employee information in Homere/HRIS
  • Regularly updates the Recruitment Tracker and the Hiring Manager on the progress of the Recruitment

 

Liaison with Government

  • Ensures that all incoming visitors/new expats have the corresponding visa application in both soft and hard copy application
  • Facilitates the submission of the documents to the different Ministries, as per the Ministry work flow process.
  • Ensures that all letters/correspondences to authorities are properly documented and filed in the individual files of visitors and expats.
  • Monitors the visa expiry to ensure visa follow up/renewal process.  Submits cancellation of work permits for expat departures.
  • Coordinates with the different ministries for any updates on guidelines and processes.
     

Training/Development

  • Coordinates and Facilitates New Employee Orientation.  Ensures that all materials are regularly updated based on country context
  • Assist the DHoD on Training Needs Analysis and on specific or planned training deployment.  Assistance is not limited to scheduling but may include material preparation, research, logistics support and or presentation.

 

Accountability:

  • Assist in the regular review of policies and processes to ensure labor compliance and appropriate to context

Job Requirement

Qualification/level of study:

  • Degree in human resources, business administration or bachelor in relevant subjects
  • At least 1 -2 year prior experience in human resources/administration.
  • Dari, Pashto and English language proficiency
  • Computer literacy and familiarity with Microsoft Office (Word, PowerPoint and Excel)
  • Knowledge on the use of HRIS, an advantage

 

Skills required:

  • Analytical, logical and can write a report
  • Organized and a self-starter
  • Can manage time and prioritize workload
  • Experience in a multicultural setting, ability to speak in front of an audience and/or previous experience working with the different ministries - an advantage
  • Previous experience working with the different ministries
