Job Description
Ariyabod ISP Company is seeking an experienced Administrative and HR Manager who could provide leadership for the Ariyabod staff in Herat Office. He should advise and manage the company on Human Resource system, recruitment and staffing, and administration.
Duties and Responsibilities
Human Resources system:
- Lead the HR and administration team
- Develop, review and or update human resource and administrative policies and procedures and ensure they are effective, efficient, fair and transparent, and promote equal opportunities.
- Conduct regular field travel to project offices to review human resources and administrative procedures
- Make sure that all HR activities comply with legal requirements
- Provide guidance to the HR department
- Manage employee relations
Recruitment and staffing:
- Oversee the recruitment and hiring process
- Assess staffing needs as required. Identify and recruit new staff including scheduling of contract extensions, new contracts, and necessary terminations.
- Prepare job descriptions, terms of reference and submission of personnel requisitions in coordination with the senior management.
Administration:
- Support the company’s strategic objectives
- Establish and maintain personnel files.
- Develop and manage training and development needs of staff
- Ensure all staff always have adequate access to HR/Administrative policies and procedures.
- Monitor and uphold staff conduct and discipline and organize regular performance evaluations of all staff.
- Prepare reports
- Perform daily tasks based on assigned work plan
- Maintain productive relationship with the staff and customers
- Be accountable for other certain works as assigned from the senior management
Financial Management:
- Work closely with the Finance Manager
- Ensure operational plans and budgets include a plan for human resources
- Assist in the establishment of a payroll structure and payment procedures
Job Requirement
Education & Experience:
- Bachelor's degree in Human Resources Management, Management, Leadership, Public Policy and Administration, Business Administration, Economy, or a related field is required. Masters’ in these fields is preferable.
- More than five years of experience in management/leadership positions is required.
- Extensive knowledge of labor regulations
- Complete understanding of the best HR policies, practices, and procedures
- Project Management Professional (PMP) Certification is preferable.
Computer Skills:
MS Word, Excel, Access, and internet are an advantage
Language:
- Excellent writing and speaking skills in Pashto, Dari and English are required.
