Job Description

Key Responsibilities (Program Management):

Specific responsibilities:

Implementation and Supervision:

Assist Associate Regional Director (ARD) in follow up and processing No objection certificate (NoC)/Memorandum of Understanding (MOU)/permission from relevant government departments as soon as a project is committed and the agreement is signed.
Assists ARD in Developing comprehensive and clear Job Descriptions (JDs) for relevant project/program staff based on project scope and in line with the organization and government policy and procedures when required.  
Assist ARD in conducting detailed orientation on project goal, objectives, indicators and project targets to relevant project team when required to ensure that the project team clearly understand and are able to achieve them.
Assist ARD and team for developing proper and clear implementation plan of project in line with project proposal/contract. Assist in orientation of team to ensure their clarity on how the plan can be implemented. The plan should include deadlines with responsible person/deportments and also highlight related risks and risk management measures.
Ensure timely implementation of the project activities according to plan, proposal and in line with the policy and procedures of CWSA, donor, relevant ministries and cluster. The project activities include but not limited to community mobilization, hazard and DRR mapping through QGIS, DRR risk assessment, planning, identifying trainings participants, technology transfer, developing trainings curriculum, conducting trainings and seminars, establishing and strengthening community and school-based committees, support developing DRR infrastructures  designing guideline, IEC material, advocacy and etc.        
Ensure ISO standardization and compliance at all levels of implementation.
Responsible to supervise relevant team member of the project/program regularly in field, office and provide them with constrictive feedbacks and guidance.
Ensure mainstreaming quality and accountability principles, gender equality, children right, safeguarding and other crosscutting aspects in project planning, implementation, monitoring, assessment and reporting in consultation with PC and ARD.
Assist operation team when required to ensure that all supplies, equipment and furniture under a project/Program are regularly maintained and properly warehoused, as these items may be utilized for other projects.
Support project/program’s team in managing conflicts in field/community, with the relevant government and non-governmental organizations and in office when required in consultation with ARD.
Project Manager is responsible for better mobilization and ensuring effective use of project available resources and provide efforts to further improve implementation quality and effectiveness of the project.
Read though all relevant documents include but not limited to project contracts, proposal, SOPs, procedures, policies of CWSA, relevant government ministries, clusters and UN to understand them well and follow during project design, planning, implementation, monitoring, evaluation and also supervise team to follow them.
Developing proper action plan in case of emergencies in coordination with ARD, relevant government Directorates and coordinate with other stakeholders in the area.
The PM is responsible to keep balance and divide workload among team members based on their responsibility and capability.
Maintain good working relationship with team members, communities, community committee members and another stakeholder. encourage team member for doing so.

Coordination, meetings and Consultation:

Assist ARD through actively and regularly participation and representing Community World Service Asia (CWSA) in relevant meetings, seminars and conferences that held online or require physical presence on district, provincial and central level in consultation with ARD. And make best use of them for improving project/program planning, design, implementation, monitoring and its evaluation.
Support ARD whenever required in coordinating with relevant agencies including but not limited to Governmental, Non-Governmental Organizations, UN agencies, line departments for whatever purpose that may benefit projects.   
Directly communicate and/or get his/her supervisor advice for any support that may require from support deportments for staff capacity building on different aspects of project/program management, documentation and etc.
Maintain good working relationships among Projects team members, finance team, Program Development Unite (PDU), MEAL OD team and Communications team and other staff in all locations.
Attend regularly staff meetings to present the achievements, issues and concerns of the project/program.
Assist ARD to ensure that the project team working in integrated approach to ensure that the designed projects complement each other and projects are well connected and creating bigger impact. 
The PM is responsible to involve project team(s) in consultation and decision-making process during planning, design, implementation and other relevant aspects of project/program.
Proactively coordinate with ARD and Program Coordinator (PC) on programmatic issues of project/Program.
Assist ARD in Providing input and required support for developing/improving policies, procedures/manuals and mechanism when required for effective management of projects, staff and organization’s resources.
Consult with his/her Supervisor for non-routine activates and issues before performing and/or taking decision.
Avoid discussing issues or information that cause for creating conflict or misunderstanding in community or among team members.

Monitoring, and Evaluation:

Assist ARD/Program Coordinator in developing overall project monitoring and evaluation plan and/or performance Measurement Framework (PMF) in consultation with MEAL, project team and use it as base for project monitoring.
Regularly share monitoring visits plans with clear goal and objectives prior to any monitoring visit with his/her supervisor and Conduct monitoring visits based on the agreed plan. share its findings and regular following up to ensure the required corrective actions have taken.
PM is responsible to take proper and enough preparation including developing of required tools based on monitoring objectives and use them during monitoring visits.
Share findings, feedbacks and recommendations with the team for taking corrective action in a timely manner, regularly follow up to ensure that the required correcting actions have been taken. And also keep his/her supervisor/ARD and reverent deportment in loop through proper and will organized monitoring report.        
PM is responsible to regularly visit and monitor project’s activities in field within the given area.
Draft a comprehensive, well-organized, and clear ToR for project internal/external evaluation/assessments based on project scope, LFA and in line with the donor requirements in consultation and support of MEAL team and ARD.
Supervise and mobilize his/her team member to facilitate field visits and meetings of evaluation/assessments team with different stakeholders in consultation with MEAL team and ARD.
Plan and ensure use and implementation of all those findings, feedbacks and lessons learned that received at the result of any evaluation, monitoring and/or supervision for improving implementation and effectiveness of the current projects and in design of future projects.
Draft and reviewing tools for any internal and external evaluation in consultation with MEAL team, his/her supervisor and/or ARD.

Need Assessment and Baseline Surveys:

Develop a clear and well-organized plan together with team members for conducting any required and agreed need assessment and/or baseline surveys in consultation with MEAL, supervisor and ARD.
Develop comprehensive, well organized and clear tools together with team members based on the survey objectives/project’s LFA in consultation with MEAL team, his/her supervisor and ARD.   
Supervise and facilitating team for conducting surveys in field level to ensure quality of collected information.
Ensure that the collected data through surveys are properly managed, entered, analysed, compiled and presented in an organized manner.

Reporting, documentation and Information Management:

Develop quality and well-organized reports (monthly, quarterly, semiannual, annual and final project narrative reports, need assessments, baselines and evaluation reports when required, based on agreed/donor reporting formats, in line with project agreement, plan and proposal.
Sharing the drafted reports with his/her supervisor or MEAL for review, feedbacks and comments for further improvement in consultation with ARD. Consider and incorporate the provided comments/feedbacks in report revision properly wherever relevant and also provide clear, logical and to the point justification to each comments and feedbacks to finalize the report.
Ensure quality, reliability, accuracy, relevancy, proper sequence, language proficiency and proper presentation of data and information in reports, proposals, concept note, ToR, letters, writ-ups, and other documentation.
Conduct high quality researches to provide required and relevant secondary information for proposals, concept notes, project reports, need assessments and baseline survey reports with its references from relevant and trustable sources i.e., reports and documents of UN agencies, relevant ministries, world bank, USAID and/or other well credible I/NGO’s.
Review reports, writ-ups, plans, cases stories, procurement lists/plans, beneficiaries lists and other documents produces by team and ensure its quality, accuracy, reliability, relevancy, appropriateness, presentation and language before passing it on to his/her supervisor, ARD, other departments or sharing it externally.

Filling and Record keeping:

Ensure proper, well-organized and complete soft and hard filling of the project documents and Information including but not limited to: reports, maps, staff and consultant’s contracts, project agreements, MoUs, ToRs, letters, important communications and emails in office and soft copies in his/her computer.
Ensure that all the required records, documents and information including but not limited to assessments data, distribution list, furniture and equipment lists, forms are properly maintained, updated and filled in a well-organized manner, aligned with ISO standards documentation requirements for internal and external audits.

Financial management, Procurement and Budgeting:

Assist ARD for financial management of the project budget. S/he should follow financial and procurement policies/procedures of the organization for effective management of the project budgets.
Prepare procurement plan based on approved budget in Consultation with PM/ARD.
Plan and manage procurement and expenses in line with the approved budget.
Ensure consultation and prior approval for major Project related expense/budget with ARD/Program Coordinator to ensure all financial policies and procedures are followed.
Consult and get consent of supervisor and/or ARD for non-routine expenses when required in advance.
Ensure that all the required financial documents are in place and completed before making payment.
PM is responsible to consider appropriate measures to ensure cost effectiveness for any procurement and expenses.
Provide clear and logical justifications for any budget variation that take place in project expenses.
Assist his/her supervisor and/or ARD for developing budget for new projects, planning or proposals.    

Expansion, networking and visibility:

Read though guidelines and formats provided by donor/PDU to understand them well and follow it for drafting well organized EOI, concept notes and/proposals and ensure that it include all required information from primary and secondary data sources with references.
The PM is responsible for responding/incorporating comments and feedbacks provided by Program Development Unit (PDU), ARD, donor and/or his/her supervisor after review of EOI, concept note or proposals.
Create develop innovative, sustainable and cost-effective ideas for planning and designing new projects.
Provide human interest stories, quotes, updates, writ-ups of events, project infographs with good quality photographs to CO for project visibility.
Draft/develop visibility plans and material for projects in consultation and support of Communication deportment, based on donor requirements and in line with CWSA and donor visibility manual/guideline.
Assist ARD and/or his/her supervisor for networking, exploring new donors and funding opportunities.
 Explore, establish and maintain good relationship with all the stakeholders in the areas including donors, relevant government departments, INGOs, civil societies and others stakeholder in the areas.
The consent forms for cases stories and photographs are properly filled and signed from participants and properly filed.

Team Building:

Conduct training needs assessment of the project team and   developing comprehensive staff training plan.
Enhance project team ability in required technical areas, better management and implementation of the project including supervision, M&E, data collection, assessment/surveys, Mapping, QGIS, communication, information management, presentation, reporting, organization policy, procedures and etc.) through workshops, trainings/coaching and on the job trainings.
Promoting an attitude of team spirit, building their trust for their better and effective performance. 
Maintain positive relationship with team, build trust and strong team work idea among the team members.
The PM is responsible to clarify organization’s expectation from program team members and ensure that the team members clearly understanding their roles and responsibilities.
Provide timely feedback to team members as and when required.
Assess staff through the performance review/appraisal process, assess with the staff their performance in fulfilling the set objectives.
Proper Midterm and Annual appraisal of the relevant team member if any in timely manner.

The duties listed above covers most of the tasks and responsibilities that would be performed by the individual in this position; however, the Project Manager can also be assigned any other official task by Management as and when required.

Technical Competencies:

Knowledge of management theories and concepts
Experienced in planning and managing DRR intervention.
Ability of organizing and conducting trainings to government officials, NGOs, UN employees, university, teachers and students on DRR.
Familiar with using GIS/QGIS.  
Have knowledge of gender equality, Q&A and its mainstreaming skills in projects and programs.
Have good writing skill of reports, updates, budget management and presentation.
Have good leadership skill along with good coordination, communication, monitoring, evaluation and supersession skills with good team management skills.
Have good networking and fundraising knowledge and skill.

Job Requirement

For the position of Project Manager, University Degree in relevant field is considered necessary from a recognized university with minimum of 5-year experience in management is mandatory. Degree in field of environmental since, civil engineering or geology is preferred.

Languages: Reading, writing, listening and speaking on English and local languages are essential.

IT: Can use and work with Microsoft Office, specifically Word, Excel, and Power Points, to be able to write reports, develop budget/excel sheet, analysis date and develop PowerPoint presentation. 

Sensitivity: The Project Manager must be tolerant and sensitive to needs of religious and ethnic minorities, women, children and the poor.

Independence: The Project Manager must have the confidence, initiative, patience and integrity to work independently.

Accountability: The Project Manager is required to follow Community World Service Asia Accountability Framework and its commitment to the Codes of Conduct practiced by the organization. The Project Manager will ensure his commitment to the organization mission and values and for working in accordance to his job expectations.
