About Homeland Youths Social Inventive Organization (HYSIO): The Homeland Youths Social Inventive Organization (HYSIO) is a non-profit, non-political, non-governmental, and an independent organization registered with Ministry of Economy of Islamic Emirate of Afghanistan under registration number (5651) and aims to increase the ability and coordination among service providers, and to deliver quality protective service for most vulnerable children. Our aim is to empower men, women and children in Afghanistan, particularly in rural areas. We participate to create peaceful Afghanistan that could offer every individual the opportunities of growth in equality and freedom, realize her/his potential and advance. Our services are designed to transform the youth point of view toward society, human rights, and their role in determining their future. Our aim is to grow and evolve into a force for change. HYSIO aims to empower and improve young generation’s capabilities, achieve comprehensive and sustainable development through providing services, programs, and projects. Furthermore to improve their economic standing as well as their abilities by creating educational, rehabilitation, and vocational training opportunities followed with mentoring and guidance services. Since HYSIO’s establishment, its activities have been increasing child protection in emergencies and up-skilling the youth, particularly in northern and central regions and have established a strong network and operational capacity. Also, HYSIO has developed knowledge and deep understanding of the local culture, geographical familiarization; therefore, would be able to implement multiple projects smoothly at the same time. Previously, HYSIO has provided services to meet the basic needs of the most vulnerable children from various communities such as street-children, children on hunger, IDP’s children, unaccompanied and separated children and household widows. Currently, implementing a project funded by UNICEF, providing protective services for most vulnerable children and their caregivers in three Northern provinces and North[1]East regions: Baghlan, Faryab and Kunduz. Our services include, establishment of Child Friendly Spaces (CFS), provision of Case Management for unaccompanied and separated children (UASC) including CAAFAG, provision of MHPSS as well as building capacities of frontline workers on child protection. In addition, HYSIO advocates for the rights of children by organizing community awareness sessions and decreasing hazardous risk for children and their families through conducting Explosive Ordnance Risk Education (EORE) and sensitizing communities on its risk and prevention. HYSIO has been working to promote community engagement, child protection, and youth development. Our main area of work is to advance our programs in fields such as ending violence against children, boys and girls and promoting their fundamental rights. We want to succeed in working on divisive issues and strengthen relationships between all major stakeholders in the community.
Job Description
- Maintain up to date and accurate human resources files, records, and documentation.
- Preform administrative duties, such as maintaining employee database and sorting emails for the HR departments.
- Maintain proper records of employee attendance and leaves.
- Maintain the integrity and confidentiality of human resource files and records.
- Assist with the payroll functions including processing, answering employee questions, fixing processing errors.
- Provide progressive reports to the HYSI management for ensuring effective and timely implementation of the project.
- Prepare, and update all the employees monthly list and payrolls with proper available and current departments allocations and Kabul HR for Checking and submit to finance for salary payment
- Announce all potential positions and collect their CVs.
- Prepare Candidates Evaluation Sheet (Long/Short list) for all announced positions and shortlisting.
- Implement recruitment procedures as laid down in HR policy for the positions and keep records of all recruitments.
- Provide job offer and contract to the selected candidate and give orientation to new hired employees.
- Ensure the implementation of all approved policies of HYSIO
- Ensure HR and relevant policies are introduced as required and employees understood and acknowledged.
- Arrange interview committee for written test and oral test.
- Make separation check list for employees before the last payment.
- Complete exit evaluation upon separation of employee.
- Continue follow up and check of employees’ attendance sheets and give feedback for any tardiness or absentees to line manager.
- Perform scanning of HR documents on monthly basis and send them to Kabul office.
- Responsible to coordinate the employee annual appraisal for each employee according to their annual anniversary dates. Ensure that all employees are evaluated by their line managers at the end of probation period and annual performance appraisal due date.
- Maintain HR office files in proper way and keep records of all correspondences.
- Prepare certificate of services for all employees at the end of employment with HYSIO
- Provide monthly report such as Leave record, new hired, separated employee etc.
- Any other duties which is given by the HYSIO management.
Job Requirement
- Graduate level in HR/Management/Business/ BBA/ Social Sciences (Essential)
- Master degree on HR and general management will be preferred (Preferable)
- At least 2 years of experience in the same field with excellent background (Essential).
- Communication skills and strong local language correspondence skills. Particularly in fluency in English, Dari and Pashtu speaking /writing skills are required.
- Ability to write logical, clear and concise reports.
- Able to work over time when required by the line manager or program need, or any other tasks which need to be completed as per organization need basis to related department.
