Job Description

The Education Project Manager Global Partnership for Education (GPE) Covid 19, is based in World Vision Afghanistan Ghor Zonal Office, Chaghcharan/Firuzkoh city with frequent 30% travel to the emergency-affected areas in around Ghor, Herat, and Kabul based on need. S/he is responsible for project day-to-day planning, implementation, coordination, and monitoring activities. S/he will also be responsible for budget expenditure, reporting, and management. Nevertheless, the successful candidate leads regular coordination with community and government stakeholders including Ghor Provincial Education Directorate (PED) and relevant District Education Department (DEDs), UNICEF, and Education in Emergencies Working Group (EiEWG), and ensures that all project components are implemented in high quality.

Job Requirement

MAJOR RESPONSIBILITIES

Management of Leadership

Preparation and ensuring implementation of project monthly and weekly work plan

Prepare monthly/quarterly logistical, financial, and M&E plans

Ensure well technical relations with program supports units and support functions

Supervise day to day progress and implementation process of the project

Ensure that staff and local partners understand and follow the World Vision (WV) child protection and safeguarding policy and that awareness-raising on child protection, response and incident reporting is occurring.

Ensure appropriate structures, internal and external standards, staffing, resources, and policies as well as all grant requirements are adhered to.

Ensure a clear understanding of project assumptions by all project staff to aim at the effective and timely achievement of project goals, outcomes, and outputs.

Ensure on-time staff recruitment, support, and appraisal with the support of P&C

Ensure that all terms and conditions agreed in the signed MoUs with the donor and MoE are adhered to throughout the life of the project

Ensure that all project activities meet core humanitarian and government standards.

Manage and mitigate any risks within the project that could have financial, Human Resources (HR) or Legal consequences or negatively impact ministry or World Vision reputation.

Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.

Provide managerial guidance and support to the project staff in order to implement the project components timely and smooth.

In coordination with WV Afghanistan’s Programs Department, regularly monitor and evaluate the progress of the project

Build a team of highly committed and competent staff, ensuring cooperation and coordination among relevant staff within the Project.

Create a learning environment in which staff regularly reflect, learn from mistakes and use lessons for personal growth and revise work plans to improve ministry impact.

Any other task assigned by the sector lead and zonal manager.

Liaison and Networking

Create an enabling environment for dialogue, information sharing, partnerships and, and cooperation between local communities, government structures, and local partners when delivering project interventions.

Work with WVA local GPE partner(s) to support and provide capacity building

Maintain excellent working relations with partners, MoE in central level (in case of need), PED and DEDs

Coordinate closely with other NGOs in the area to ensure complementary programming.

Effectively represent WV operations and mission when accompanying visitors, e.g. donor and/or Government representatives, journalists and other delegations to project sites

Reporting and Administration

Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements.

Track the performance of the project activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes.

Analyze the impact of projects and promote learning by documentation of best practices. Use this information to support decision-making processes.

Track project progress, project expenditure against approved budgets, anticipate any deviations and recommend and act on relevant and required adjustments.

Track projects risk in order to timely adjust and implement the existing contingency plan.

Travel regularly to all project sites to ensure proper implementation of project activities.

Create and present monthly summaries of projects’ activities and future plans to World Vision Afghanistan leadership.

Personnel Management

Manage GPE CBE/AF education officers and assistants

Coordinate and implement new employee project orientations and trainings.

Initiate and perform, with support from others, staff performance appraisals.

In coordination with P&C, maintain accurate employee data files and oversee completion of routine issues such as contract renewals, leave, salary adjustments.

Identify staff capacity needs and undertake pro-active on-the-job training to strengthen their capacity to deliver interventions.

Financial Management

With support from WV Afghanistan’s Finance Department, assume primary responsibility for budget reviews and monthly financial reports, highlighting concerns as they arise.

Ensure proper coding and budget availability of all projects’ expenses.

Oversee the submission of monthly cash requests for project operations.

Ensure contractors and creditors are paid in a timely manner.

Review and approve expenditures and contract according to assigned levels of authority.

Other

Adhere to WV Child and Adult Safeguarding policy and standards.

Adhere to WV accountability standards.

To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of (GPE Project) interventions

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE

Required Professional Experience

Minimum of 3 years of working experience in high positions directly in education management positions (non-support functions). 

Required Education, training, license, registration, and certification

Bachelor in any education principles (general education, quality education, early childhood education, special education, education management etc), development studies and project management. A master is preferred.

Excellent coordination skills

Thorough knowledge of MS Office (necessary skills in Ms Word, Excel and Power Point)

Experience in maintaining databases and related information/knowledge management

Financial/budget management

Interpersonal sensitivity, flexible worldview, emotional maturity

Ability to work in and contribute to a team-building environment

Ability to maintain performance expectations in diverse contexts, psychologically stressful environments, and hardship conditions.

Willing to travel as required

Preferred Knowledge and Qualifications

Master’s degree in education and or project management

Experience in working with donor agencies

Familiarity with major donor funding requirements – UN system and other education donors 

Knowledge of program monitoring and evaluation.

Experience with information management (MIS) systems.

Travel and/or Work Environment Requirement

Accessibility to the below mentioned areas/locations is required (Position is based on WVA Feroz Koh, Ghor office with frequent field visit all districts project sides.
