Job Description

MAIN PURPOSE OF JOB:           

The Operations Officer will be responsible for supporting the provincial team by managing the facility, collaborating with the Kabul finance, operations, and procurement teams to prepare documentation for payments, track payments, support logistics for activities, oversee other operations staff, and safeguard the assets (financial and physical) of MSH and ultimately the U.S. Government against fraud, loss or misuse. The person will be responsible for ensuring that any money expended in the field is done in accordance with Generally Accepted Accounting Principles, MSH policy, and any cost principles imposed by the donor agency.  The person will become aware of and adheres to, MSH’s procurement integrity standards and policies in all activities.

Activity Logistics

  • collaborate with and support provincial teams to prepare their activity profiles accurately, particularly the budget.
  • Collaborating with the team to arrange all logistics for activities as described in activity profiles, including per diem and transport to participants during activities in the field, office supplies lunch, and meeting hall.  Must also ensure proper documentation.
  • Collaborate with the Senior Provincial Manager and Kabul team to verify and prepare a top-up cards payments list for health facility staff.
  • Prepare participant reconciliations, verifying that all procedures are followed, and the documentation is correct and valid.

Facility Management

  • oversees the cleaner and ensures the facility is clean and functional.
  • Oversee cook and ensure that hygienic practices are followed in the preparation of food and that the kitchen and equipment are clean and maintained.
  • Prepare lunch menu with coordination of cook weekly
  • Prepare and verify monthly reports for generator and fuel. Keep maintenance log for facility and generator up to date and accurate.

Office Operations

  • Supervises Operations Specialist, Procurement Specialist, Cleaner, and Cook.
  • Prepare and submit PRs including the required documents for management approval and do regular follow up with the procurement team.
  • Track PRs and vendor payments, including electricity bills payment clearance.
  • Verify both the asset and consumable inventories, preparing the monthly report for the Kabul office.
  • Receive and verify deliveries from vendors and Kabul main office
  • Distribute stock items when IRF is prepared by Ops Specialist to ensure separation of duties.
  • Control consumption of project petrol, electricity, water, supplies, etc.
  • Ensure that staff act in full compliance with local laws and comply with MSH policies and standard operating procedures.
  • Collaborate with the security team to cross-check vehicle logs.
  • Coordinate activities with the provincial team and with Kabul finance, and operations staff to meet objectives.
  • Keep the Kabul team aware of all operational issues in the province.
  • Any additional work as assigned.

Job Requirement

REQUIRED MINIMUM EDUCATION:

Bachelor’s degree in business administration, Accounting/Finance, or a similar field. A Master’s degree is preferred.

REQUIRED MINIMUM EXPERIENCE:                               

At least five (5) years of relevant progressive experience. Three years of managerial experience are required. Experience working with donor-funded projects and a general understanding of their rules and regulations.

KNOWLEDGE AND SKILLS:

  • Ability to perform financial management of the project.
  • Timely transaction recording, reviewing, vouchers file management, and preparing necessary reports.
  • Demonstrate good judgment and sound financial "common sense".
  • Ability to create and monitor budgets. Understanding of Cash Control, Asset Management, and Bank Reconciliations.
  • Understanding of principles of adequate documentation and of audit, and performance necessary to ensure audit compliance.
  • Good ethical conduct. Monitoring/assessing performance to make improvements or take corrective action.
  • Commitment to accuracy and attention to detail. Ability to manage staff, and initiate and organize work. Ability to plan, establish priorities in a time-sensitive environment and meet deadlines. Ability to work independently, prioritize tasks, and meet deadlines.
