Job Description
The Vice Chancellor (Admin and Finance) is a member of the senior management team of the Al-Taqwa IOHE and works with the Chancellor and other Vice Chancellors, as well as the Deans, to determine the university’s strategic direction.
Performs executive administrative work in planning, developing, organizing, directing and evaluating programs, policies, procedures and guidelines. Provides overall leadership, direction and control in operations, campus safety, facilities operations, capital planning and implementation, financial management, budget planning, audit and financial reporting and human resources. Prepares analysis of complex resource issues, and compiles data and prepares reports for academic and budgetary planning. Responsible for allocating and reallocating funds and resources, etc. Overall supervision of administrative activities of Al-Taqwa and on time solution of any internal and external issue.
Implements policies and procedures relating to overall mission of the Al-Taqwa IoHE, and provides budget recommendations to respond to a wide range of issues. Exercises sound judgment in determining the means, methods and resources necessary to achieve goals. Closely contact with government organizations and command over the taxation system of Afghanistan. Serves as liaison with various boards, system wide university offices, legislature, etc. Oversees budget construction, recommending approval for salary plan adjustments for faculty and staff and recommending budget proposals for related programs. Delivers support and direction in the development of the campus’s direction, strategic planning and institute development. Ensures that the campus’s strategy is regularly reviewed and effectively implemented, and that it is underpinned by robust operating plans across facilities and departments. Any other tasks assigned by top management.
Job Requirement
Excellent writing skills as well as superb interpersonal and verbal communication skills; a master at presenting information, ideas, and results. Skilled at building and maintaining relationships within all levels of an organization as well as externally with visitors, professional societies and potential donors. Extensive knowledge of generally accepted government accounting and budgeting methods and practices. Ability to formulate and articulate sound policies and demonstrated ability to identify, resolve, and consult on a wide range of administrative and personnel issues with a clear sense of institutional needs and priorities. Ability to prepare complex financial reports, budgets, presentation materials, records, correspondence, etc., with confidentiality, accuracy and extreme attention to detail. Ability to read, analyze, understand and apply complex legal, financial and/or technical records, reports, ordinances, policies, etc. Ability to work under considerable stress as a result of tight deadlines, balancing multiple projects, performing duties under public scrutiny, etc.
