Job Description

Closely working with DACAAR BHA project Staff and other Program Staff as well as other departments within DACAAR and coordinate with other BHA partners and donors. Job Requirement

Responsibilities:

BHA Project Coordination:                                          (60%)

  • Provide programmatic and strategic advice to the Deputy Director / Head of Programme, Operations Staff and Regional Managers on matters relating to the project, WASH Cluster and coordination mechanism with all stakeholders as well as other BHA partners.
  • Provide strong technical support to the assigned project staff to ensure both short / long-term positive impacts and outcomes for the beneficiaries, local authorities (where applicable).
  • Work closely with the BHA project Manager and Project Coordinator to manage the assigned project activities to meet the project objectives within budget and allocated time frame.
  • The BHA Adviser should represent DACAAR in the consortium and perform the role as focal point for the BHA project related activities such as communications with the consortium lead, participating in the meetings, responding to the donor query, reviewing the project progress report etc.
  • Develop and implement appropriate and effective internal guidelines for BHA project, setting clear objectives and indicators, for the project activities in consultation with other BHA partners and DACAAR Program staff/ Regional Managers where appropriate, as well as with the monitoring and evaluation team.
  • In close coordination with BHA staff in Main office, Regional office and M&E team, continuously monitor and supervise BHA activities, overseeing the technical design, execution and post distribution monitoring through outputs and impacts using both quantitative and qualitative data.
  • Provide input into the integration of beneficiary participation and accountability in all aspects of the project.
  • Work closely with the Head of Fundraising and Communications and Grants Advisor to support accurate and timely reporting of activities according to DACAAR, donors and other applicable timeframes and formats.
  • Support the Fundraising and Communications Team in developing the technical and operational aspects of the new proposals, linked to the country strategy, in conjunction with the relevant BHA partners, Regional Managers and other relevant staff in Kabul.
  • Ensure need assessments are carried out properly, reports prepared and approval got from the consortium and donor when needed.
  • Coordinate with other BHA partners and consortium and support project staff and M&E staff for any evaluation and reporting purpose.
  • Oversee spending of Budget and project progress and provide the required advice to the project National staff.
  • Take part in various working groups within the BHA funded consortium.  Particularly lead the WASH working group for the consortium.
  • Work closely with M&E unit to ensure incorporation of lessons learned from M&E efforts into project design and implementation.   Support the M&E team in improving the tools and questionnaires pertaining the M&E activities of the project.
  • Represent DACAAR in any relevant meetings when assigned, especially within the BHA consortium.
  • Coordinate properly with the Finance department on project financial issues and advise to the staff on any financial issue.
  • Capacity Building:                                                                                   (20%)
  • Build the capacity of the project staff on and support ensuring compliance to BHA established guidelines.
  • Provide staff coaching and technical supervision to develop ownership / responsibility for WASH Emergency activities as well as DACAAR other developmental activities.
  • Facilitate regular BHA project related meetings to ensure awareness of project objectives, working procedure, and opportunity for feedback.
  • Support to link DACAAR BHA project to other like-minded projects/organizations to share experiences and get exposure.
  • Support BHA project Manager in developing and adapting training materials. Identify new training topics and develop training packages in regard to WASH issues.
  • Support BHA project Manager to manage the project budget for the assigned project(s) and ensure all expenses are according to budget and meet DACAAR standards with regard to financial management, including accountability and good governance.
  • Conduct or facilitate all relevant trainings for DACAAR staff as well as other stakeholders in relation to ERM/WASH or Developmental WASH.
  • Communication and Coordination:                                                     (10%)
  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned BHA project team, the Deputy Director / Head of Programme, Head of Fundraising and Communications, Grants and Communications Advisor, Operations Manager, Technical Unit Manager, Regional Managers and other relevant stakeholders (e.g. national government officials, UN agencies and other INGOs), with the objective of ensuring good cooperation and partnerships.
  • Coordinate with Fund Raising and Communication Department on Proposal writing and report writing to donors and development of public outreach and communications materials pertaining the project.
  • Attend all relevant coordination meetings with BHA partners and BHA consortium.
  • Logistics and Quality Management:                                                     (10%)
  • Support the BHA project team to liaise, as necessary, with the Technical Unit, logistics and finance staff to ensure all the required materials are procured, transported, stored, managed and accounted for accuracy.
  • Support the project and procurement teams in ensuring timely and quality procurement of project supplies including compliance to donor and consortium specific requirements.
  • Support BHA project Manager to ensure BHA project activities are implemented in line with donor proposals and requirements and in accordance with DACAAR mandate, donor, country and international standards i.e. Sphere.
  • Others:
  • The holder of this position must strictly follows the organization existing security policies, procedures and daily instructions of the safety personnel.
  • In addition to the above specific tasks and responsibilities, the BHA project Advisor will undertake any other relevant thematic tasks assigned by Deputy Director / Head of Programme.

Education & Qualification Requirement:

Education: Bachelor degree in Civil Engineering is required But, Master degree holder is preferable.

Experience: At least 5 years’ experience in Development & Emergency  WASH Projects 

Other qualifications’ an advantage:

  • Familiar with implementing WASH Emergency projects.
  • Chairing Technical meetings.
  • Training Capacity and Skills.
  • Experience in USAID / BHA funded projects.  

Languages: English fluency in written and spoken is required.

  • A return air ticket between employee home address and Kabul at the beginning and end of the assignment.
  • R&R: 5 paid working days of leave upon completing Eight weeks of continuous stay (excluding weekend and public holidays) inside Afghanistan.
  • Covering the expenses occurred (travel and accommodation) during R&R maximum up to USD 1400/- (One Thousand and four hundred US dollars only).
  • Annual Leave: 25 paid working days per year (2.08 days per month).
  • Public holidays: 10 days per year.

  • Accommodation: shared accommodation, reasonably furnished, all utility costs covered, civilian guards coverage 24/7, no housekeeping services provided.
  • Excess baggage allowance:  cost of maximum 20 kgs upon arrival and departure (provided based on receipts).

  • Accommodation while traveling to the field.
