About Company
About SCA: SCA has been working in Afghanistan since 1982 and is presently managing development programmes linked to Strategic Objectives concerning Health, Education and Community Driven Development. With a total annual, budget of roughly USD 40 million. The total number of staff is around 5,700 of whom 15 are non-Afghans. The SCA presence in Afghanistan consists of the Kabul Management Office (KMO), five Regional Management Offices and two Liaison Offices. In Sweden SCA has 20 staff working at the Stockholm Management Office (SMO) and around 3,500 members organized in local chapters all over the country. In the last 10 years, SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming and outcome orientation. The mission of SCA is to empower individuals, communities and local organizations, primarily in rural areas and with particular focus on women, girls, boys and vulnerable groups such as people with disabilities, so that they may participate fully in society and influence their own development.
Job Description
- Under direct supervision of Education Project Manager, the incumbent ensures smooth implementation of CBE, NCBE, Coaching Classes and IE interventions in mainstream schools within the set timeframe and available resources.
- Focuses on improving the quality of education interventions through assessments, field visits and on spot supervion.
- Keep contact with relevant stakeholders at the RMO level, particularly with the Provincial and District Education departments.
- Play active role in preparation of the annual work plan and budget for the project.
- Make sure smooth, effective and efficient budget utilization and provide justifications in case of deviations.
- Ensure that EFSs, IERPs and SERPs Assistants have appropriate action plans and monitor the field activities.
- Act according to the policy and regulations of SCA and education directives.
- Promote an attitude of team spirit with a strong focus on quality.
Technical Tasks:
- To enter school certified (by EPM or line seniors’ officers) data and statistic into the computer database, make analysis and reports based on the data
- Translate text form English to Dari and Pashto correspondence, reports, instructions, etc if needed
- To maintain and improve filing system of education unit and keeping record of hard copy of files.
- Corresponding exchange of office to MoE authorities and others education activists
- Continuously monitor implementation of guidelines and manuals particularly CBE and Inclusive & Child-Friendly Education (ICFE) policies for quality improvement in CBE, N-CBE, and Coaching.
- Oversee and provide programmatic support to the implementation of the Inclusive Community Based Education activities as per the Annual Work Plan
- Develop monthly progress reports of the project activities in his/her supervision.
- Improve team spirit among the EFSs, IERPs and SERPs.
- Compile and Provide inputs for quarterly reports and success stories.
- Supervise the activities of the Education Field Supervisors (EFSs), IERPs, and SERP Assistant and share updates with EPM.
- Frequently supervise Education Programme all activities in the field, at least 40% of time should be in the field.
- Follow up on the activities related to the school improvement plan in all SCA-supported schools.
- Supervise the implementation of the project plans and budget utilization in his/her capacity.
- Perform any other official job assigned/delegated by the Education Project Manager.
- Introduce innovative strategies for effective project implementation and community mobilization.
- Actively participate in planning, budgeting, implementation, and reporting stages of the education project-related components.
- Identify the training needs of his/her team members and propose the required training within the available financial resources.
- In liaison with Master Trainers (IE), SERP assistants, Education Field supervisors, and IERPs, identify and acquire equipment and materials that may be required for children with disabilities in mainstream schools, CBE, NCBE, CCs, and PECs.
- Liaise with Master Trainers (IE), SERP assistants, Inclusive Education Resource Persons (IERPs), field supervisors, and Teachers in the Regional Offices to compile successful case stories for submission to the SCA Communication Department/EPU through the Education Project Manager.
- Make an inventory of all required equipment and supplies using a designed format, take action or report the needs to the Education Project Manager.
- Plan for timely delivery of education materials to the field and make sure the distributions are documented properly.
- Attend Meetings (Sectorial and Cluster related) if requested in absence of the Education Project Manager
- Collect information regarding the infrastructural needs of the educational facilities and develop plans for addressing them in close coordination with the RMO level RDP Unit.
- Work in close collaboration and coordination of Disability Programme for effective and efficient mainstreaming processes of children with disabilities from PERCs/VPEC into CBE and in mainstream schools.
- Adhere to the SCA position paper, values and beliefs with regard to the inclusive education and implement it accordingly.
- Adhere to the Inclusive and Child-Friendly Education and CBE Policies of the Ministry of Education
- Assist Education Project Manager in budget preparations, follow-up, and on-time utilization.
- Sign project-related financial documents at his/her level of authority and in absence of the Education Project Manager and upon his/her request considering the financial regulations of SCA.
- Through the transfer of own knowledge and skills, enhances the ability of EFSs, IERPs and SERPs
- Identify training needs of the EFSs and MT(IE), SERP assistants, IERPs, and PEC teachers with the support of STO and give recommendations to Education Project Manager.
- Facilitate training for EFSs, SERP assistants, IERPs, and PEC teachers on Needs Assessment, Planning, Monitoring, Report writing, and on-the-spot support to the teachers and SMSs.
- Promotes gender equality and non-discrimination about ethnic, political, and religious backgrounds.
- Participate in workshops, seminars & conferences organized by the education programme.
- Promotes good coordination with other SCA projects and units on the RMO level.
- Maintain good cooperative relations with regional and provincial authorities, UN agencies, NGOs, and other stakeholders.
- Liaise with other education actors, particularly training institutions as well as the local education authorities with respect to capacity development activities and coordination.

Job Requirement
- Bachelor’s Degree in Education, master’s degree is preferable.
- 3 to 5 -years of relevant experience in Community Based Education (CBE), especially within an NGO, UN agency, or similar organization. Knowledge of teacher training in special and inclusive education, early recognition, and screening of children with disability is considered as an asset.
- Strong interpersonal, communication, Supervisory, leadership, analytical, and troubleshooting skills. Committed team worker.
- Computer skills at operator level especially with MS Office packages.
- Fluency in English, Dari and Pashto both written and spoken.
- Experience in planning, reporting, and budgeting.
- Ability and willingness to travel to the project sites within Afghanistan and adjust to the SCA environment.
