Job Description

Scope of work:

Monitoring and evaluation Officer under direct supervision of Project Manager will be responsible for observing and ensuring high quality and timely inputs, and for ensuring that a project maintains its strategic vision and that its activities result in the achievement of its intended outputs in a cost effective and timely manner and also responsible for field visit from target groups of Area based Approach to development emergency initiatives ABADEI project with the use of standard tools in Balkh, Samangan, and Jawzjan provinces.  Providing Monitoring and data verification services including technical assistance, advice, and capacity development to SCA/ABADEI project staff within their respective coverage area. Monitoring Technical services in a way that results-based management is integrated into project. Monitoring and evaluation Officer reports directly to ABADEI project Manager at Mazar Regional Management Office.

Main Responsibilities:

  • Conducts regular Monitoring Field Visits from SCA/ABADEI project activities (in districts of Balkh, Samangan, and Jawzjan provinces) and generate the monitoring visit reports to project management team. 
  • Monitor all project activities and progress towards achieving the project output
  • Monitor the sustainability of the project's results
  • Provide inputs, information, and statistics for monthly, quarterly, annual, and other reports to Project Management Team
  •  Participate in project reviews and planning workshops and assist the Project Manager in preparing relevant reports
  • Recommend further improvement of the logical framework.
  • Provides support in the collection of baseline data in areas
  • Prepare proper monitoring plan and means of data verification tools and implement accordingly 
  • Data collection from work progress and provide recommendations.
  • Organizing and facilitation of trainings for SCA/ABADEI project staff and partners about M&E. 
  • To manage the ABADEI Project M&E Plan as per SCA and UNDP M&E Framework.
  • Providing support in the compilation of the Ministry of Economy Reports from project and deliver to Provincial economic department.
  • Providing technical and administrative support to enumerators during data collection and data entry processes when there are evaluations, assessments, reviews, and studies. 
  • To monitor, supervise and quality check the collected data during data collection and data entry in KOBO Toolbox when there are studies or evaluations.   
  • data quality assessments and data verification exercises which is conducted on ABADEI projects. 
  • Provide support writing case studies from project at monthly or quarterly basis. 
  • Conduct data collection through Survey Questioners, KII, and FGD during internal or external evaluations when required. 
  • Conduct follow up visits of monitoring findings. 
  • To provide support on translating data or Data Collection Forms from Dari/ Pashto to English when required.  
  • Maintain appropriate filing system from project document in the office.
  • Provide support to prepare monthly Action Plan at the beginning of each month and Monthly Operational Reports at the end of each month to line Manger. 
  • Any other task assigned by line Manager related to scope of work.  

Job Requirement

Qualifications & Requirements:

  • Bachelor’s degree in economics, statistic, social science, or other relevant fields of studies. 
  • 2 to 3 years relevant work experience in the field of monitoring with NGOs, INGOs or UN agencies.
  • Ability or experiences of design forms and managing data in Kobo Toolbox or analyzing data through SPSS. 
  • Ability or experience in the field of community driven development projects monitoring
  • Ability or experience of data verification and analysis.
  • Having strong report writing skills  
  • Knowledge of data collection, quality control, data checking and data entry into Kobo (mobile) 
  • Familiarity with various types of data collection methods and data management. 
  • Good communication skill and able to pass the massage/questions in local languages to the respondents. 
  • Regional and cultural knowledge of areas of SCA field operations in Afghanistan
  • Fluency in English and local languages,
  • Willingness to work long hours when required
  • Able to travel outside of duty station to SCA Field Offices, travel to remote districts of Balkh, Jawzjan and Samangan provinces as frequently as required.
