About UNODC: United Nations Office on Drugs and Crimes (UNODC’s) Global Illicit Crop Monitoring Programme, Statistics and Surveys Section (SASS/ICMP) is part of the Research and Trend Analysis Branch (RAB). It supports the international community and concerns governments in the monitoring of illicit narcotic crop cultivation in various regions of the world. GLOU34 under the umbrella of Global Illicit Crop Monitoring Programme is involved in Alternative Development (AD) activities in Afghanistan. This post is located in UNODC Country Office for Afghanistan, and the incumbent will work under the general guidance of UNODC Country Representative and designated International Project Coordinator (IPC) for Illicit Crop Monitoring Program and Research. The objective of ICMP is to assist the international community in monitoring the extent and evolution of illicit crops and to compile reliable and internationally comparable data. Currently, UNODC carries out monitoring activities in seven countries affected by illicit crop cultivation: coca surveys in Bolivia, Colombia and Peru; opium poppy surveys in Afghanistan, Mexico and Myanmar; and a cannabis survey in Nigeria. GLOU34 contain alternative development activities in Afghanistan for which the Remote Sensing Analyst will lead the research activities. Under the overall guidance of the Representative of the UNODC County Office for Afghanistan (COAFG) and overall supervision of the UNODC Survey Officer for monitoring and evaluation of alternative development of initiatives implemented by CBARD (Community Based Agriculture and Rural Development) project of United Nations Development Programme (UNDP). The Illicit Crop Monitoring Programme and Research will be responsible for the management and implementation of UNODC's survey and guidance to the research activities in Afghanistan.
Job Description
The Remote Sensing Analyst will be responsible for the following tasks and duties of Monitoring and Evaluation (M&E) satellite surveys of Alternative Development initiatives implemented by CBARD project of UNDP:
- Applying GIS and remote sensing technology for visual interpretation and digitization of very high-resolution satellite imagery;
- Manage and organize satellite imagery catalogue and maintain the information extracted from the satellite imagery;
- Generate land-cover category maps at the defined community levels using high resolution satellite imagery;
- Preparation of maps, area calculations and verification of events using ArcGIS with required projections, scale, symbology, and legends;
- Update Agricultural-Mask of opium poppy producing provinces using medium satellite imagery;
- Keep track of acquired and received satellite imageries;
- Analyzing satellite imagery using Tones/Color, Textures, Patterns, Shape, Shadow, size, and Association for crop calendar;
- Developing crop signature for crop identification on high resolution satellite imagery using ground-truth data;
- Produce and generate statistical tables, graphs, and maps for research related products;
- First quality control check of all crops including opium poppy fields interpreted products;
- Conduct multi-date imagery analysis for opium poppy to study dynamics;
- Manage and assist in ground survey preparations, planning, monitoring and implementation for CBARD project of UNDP;
- Perform any other task assigned by supervisor or UNODC Representative.

Ability to analyze project requirements and assist in drafting memos and reports in support of existing projects or for developing new ones.

Job Requirement
Education:
- Master’s degree or Bachelor’s degree in Agriculture, Social Sciences, Political Science and/or any other relevant fields are required.
Experience:
- With master’s degree five years and with bachelor’s degree seven years of relevant working experience in satellite surveys, data analysis and visual digitization/interpretation of high-resolution satellite imageries with international NGOs or Governmental institutions is required;
- Experience in working in a team is required;
- Experience of working with United Nations, Government agencies, donors and other NGOs is an advantage and an asset;
- Knowledge and experience of the UN system and in particular of UNODC is desirable.
Languages:
- Strong knowledge in written and spoken English and excellent knowledge of national languages (Pashto and Dari) are required;
- Translation of document to local languages will be an asset.
