Job Description

The Logistics and Procurement Manager will report directly to the Project Director and will work closely with senior management and technical team leads in supporting and overseeing procurement and logistics services to ensure required supplies of commodities, facilities and service needs for program activities are organised efficiently and in a timely manner.

  • Ensure full compliance with RSC procurement policies, procedures, rules, and regulations.
  • Work closely with the project director to align logistic and procurement priorities with RSC’s work plan and operational need.
  • Ensure transparent and competitive procurements are conducted and properly documented as required
  • Organize and lead the bid solicitation process including drafting and issuing RFQ, RFPs and RFI’s. Develop bid evaluation criteria and guide staff on processes involved; call for and oversee selection committees to review applications and select vendors.
  • Manage a team of 1-8 team members in alignment with RSC’S management and performance standards.
  • Overall management of administrative activities (Inventory management, Security and transport).
  • Ensure the integrity of the competitive process, facilitates bidder debriefings where necessary, and exercises appropriate judgment and tact while ensuring to protect confidential information.
  • Prepare service delivery contracts, leases, and purchase orders for all acquisition needs.
  • Coordinating with the field offices and responsible for reaching their logistical and operational needs.
  • Taking care of the overall operational and logistical needs of the project.
  • Manage vendor contracts and maintain relationships with suppliers to ensure completeness of deliverables outlined in the contract. This includes ensuring that all vendor complaints and concerns are addressed promptly to ensure that the project continues to always receive uninterrupted services.
  • Ensure effective lines of communication to ensure timely delivery of commodities using the most appropriate procurement procedures.
  • Be responsible for introducing process improvements and identify new vendors/suppliers without jeopardizing quality and service delivery.
  • Establish and implement a monitoring system that ensures that the prices paid for commodities are in line with local market prices.
  • Develop and manage the rosters of suppliers, elaborate supplier selection, and evaluation, quality, and performance measurement mechanisms.
  • Prepare monthly and annual procurement plans and progress reports as required.
  • Respond to queries from staff related to procurement and logistics activities.
  • Manage all procurement and logistics aspects of project-sponsored conferences, trainings and events.
  • Perform other tasks as assigned by the Project Director and senior management.

Reporting Line: 

  • The Logistics and Procurement Manager will report to the Project Director and senior management of the company.

Note: the selected candidate will be visiting the field offices on daily basis.

Job Requirement

Education: Bachelor’s degree (Master preferred) in the field of Business Administration, Management, Finance, Economics or any other relevant field of education.

Experience: With Master's degree 05 years of relevant experience and with Bachelor's degree 07 years of relevant experience is required in NGOs, INGOs or Public/Private sector.

  • The candidate must have 02 years of administrative management experience (management level).
  • Practical knowledge and experience in private sector logistical management systems.
  • Professional experience in preparation of presentations and other communication or training tools. 

Language: Excellent language proficiency in spoken and written Dari, Pashto and English.

Other Skills Required:

  • Excellent interpersonal skills, must be capable of working both individually and as part of a team, be able to create a supportive working relationship among all project teams.
  • Maturity and ability to work long hours under pressure is essential.
  • High attention to details and excellent analytical skills.
  • Should be willing to travel to provinces.
