About Swedish Committee for Afghanistan (SCA): SCA Background The Swedish Committee for Afghanistan (SCA) has been working in Afghanistan since 1982, presently managing development Programs concerning Health, Education, Rural Livelihoods and Community Governance, with a total annual budget of roughly USD 40 million. The total number of staff is over 6,000. During the last 10 years SCA has undertaken a change process moving from a primarily humanitarian service delivery approach towards more of a developmental role, putting increasing emphasis on capacity development, rights-based programming, and outcome orientation. Job Description

Scope of work:

The Capacity Building Officer (CBO) will work closely with Disabled People Organizations (DPOs) and Self-Help (SHG) who are partners of SCA. He He/she shall work closely with the Capacity Development Facilitator on matters related to the organization’s development for DPOs and SHGs. He will be responsible for coordination, monitoring and organizational capacity building of those DPOs and SHGs. S/he will also be the key contact person for matters related to DPOs and SHG supported by SCA in region. The CDO will be responsible to identify the capacity & system gaps of partner DPOs and SHG and coordinate required systematic inputs and skills trainings for DPO and SHG with CDMU. Overall, the CDO will be the focal point for the DPOs and SHGs in their respective RMO

Main Responsibilities:

General

  • Act according to the policy and regulations of SCA. Respect and abide by values, vision and mission of the organisation.
  • Updated with issues related to SCA and the environment where SCA operates
  • Must be a team player and promote team spirit within the project team in DPO
  • Must be result oriented with a strong focus on quality
  • Develop good co-operation with SCA other programme units, authorities, institutions and other NGOs
  • Deliver jobs as delegated by CBR Senior Supervisor and Project Coordinator

Technical Tasks

  • Networking and coordination with national and international NGOs, DPOs and other civil society organisation and associations working in the field of disability in the region
  • Facilitate advocacy efforts of DPOs, SHGs and their associations 
  • Provide technical support to DPOs for the development of their vision, mission and action plan and development of project.
  • Support the DPOs in proposal and report writings
  • Compile and prepare technical reports of partner DPOs and SHGs on quarterly basis
  • Build capacity of SHGs in early identification of disability and referral
  • Write success story/ human interest story regarding DPOs and SHGs
  • Facilitate the training programme conducted by CDMU and CCU for partner DPOs and SHGs
  • Conduct disability related training in the field as required by the project
  • Frequently monitor the DPOs and SHG activities in the field. S/He should spend at least 60-70% of time in the field.
  • Conduct joint monitoring visit together with CDMU from DPOs activities.

Tasks of inter organizational relation:

  • Promotes gender equality, non-discrimination with regard to ethnic, political, and religious background
  • To participate in workshops, seminars & conference organized by the DP programme
  • Promote good coordination with other SCA projects.

Tasks of relation with external agencies:

Maintain good cooperation and relation with the national and provincial authorities, UN agencies, NGOs and other stakeholders to push agenda of disability empowerment

Actively contribute towards acceptance of disability project, other projects and SCA as a whole by local communities

In Coordination with CDMU in the region, identify gaps and build capacities of partner DPOs and SHGs through training and on ground technical support.

To act as coordinator between SCA and DPOs and will be major contact person for DPOs and SHG in SCA.

Job Requirement

Qualifications & Requirements:

  • Bachelor’s degree in literature with a relevant training background.
  • Minimum 2 years of experience in organizational capacity building and Training
  • Experience of promotion and management of DPOs and SHGs shall be considered as added advantage
  • Experience in development and management of partnership with CSOs
  • Experience in facilitating partnership between CSO and LGA
  • Sensitive in inclusion of women and Persons with Disability
  • Fluent in Pashtu, Dari and English language (written and spoken)
  • Strong interpersonal and communication skills and capacity to deal with rural communities with varied political/socio-economic and educational background
  • Ability to consider divers ethnic differences
  • Ability to take initiatives, and pursue work proactively without being intensively supervised
  • Ability to maintain good interpersonal relationship
  • Willing to take feedback to improve the quality of work
  • Basic knowledge of planning, budgeting and report writing
  • Operational computer knowledge specifically well versed in Ms Office
  • Ready to work, live and travel in an intricate and strenuous environment
