About Company

About CPMO-NWARA: The National Water Affairs Regulation Authority (NWARA), Islamic Republic of Afghanistan has received four grants under the Agriculture and Natural Resources (ANR) sector portfolio of ADB. NWARA has established a Central Program Management Office (CPMO) to centralize and streamline the activities under these grants. The CPMO handles procurement, project administration, contract management etc. for the projects financed under the Grants. The HR Officer will provide a wide range of administrative and HR support services for CPMO and will develop and maintain efficient office systems and procedures. She/he will provide feedback on HR efforts, in coordination with the HR Policies; provide competitive recruitment and selection processes including drafting of terms of references (TORs). The HR Officer will support Administration Unit of CPMO in HR related activities. The HR Officer will report to the Sr. Admin Manager, Deputy Program Director and Program Director.

Job Description

The HR Officer will deliver but not limited to the following tasks:

  • Develop HR Plan and follow up with relevant units through monthly progress reports to ensure accuracy and efficiency.
  • Prepare notices and advertisements for vacant staff positions
  • Assist in the overall recruitment process including short-listing of candidates call for interview and support the recruitment panel during the selection
  • Conduct reference checks on possible candidates
  • Maintain the staff database and the personnel files for all staff in the Programs and regularly update them; and collect and maintain basic details for all staff.
  • Prepare and submit quarterly HR Reports and any other HR-related reports as required
  • Ensure that accurate job descriptions are in place
  • Provide advice and assistance with writing job descriptions
  • Provide advice and assistance when conducting staff performance evaluations
  • Identify training and development opportunities
  • Organize staff training sessions, workshops and activities
  • Provide basic counselling to staff who have performance related obstacles
  • Provide staff orientations
  • Monitor daily attendance
  • Prepare monthly attendance report for all of the CPMO staff under each grant separately
  • Prepare, develop and implement procedures and policies on staff recruitment
  • Conduct exit interviews
  • Research and monitor human resource systems in other organizations within the community.
  • Any other task assigned by the supervisor

Job Requirement

  1. Bachelor degree in business administration, economics, public administration or similar discipline with 4 years’ relevant experience in related field, Master degree preferable
  2. Relevant training will be an asset.
  3. Good communication skills.
  4. Excellent writing skills in Dari and Pashto
  5. Working knowledge of English language (read, write and speak);
  6. Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Knowledge of web based management systems will be an asset.
