NRC is an equal opportunities employer and aims to have staffing diversity in terms of age, gender, ethnicity, nationality and physical ability Job overview: The Livelihoods and Food Security (LFS) Technical Assistant will help implement and monitor NRC’s LFS programmes in the North Region, focusing on Mazar and surrounding areas. The aim of NRC’s LFS programme is to enable vulnerable displaced people and host communities to improve their access to income earning opportunities, or start small enterprise development, so they can support their families. This is part of NRC Afghanistan’s broader strategy to promote durable solutions to displacement – beyond short-term emergency assistance – and to prevent further displacement. The LFS Technical Assistant will report to the LFS Coordinator in Mazar. He/ she will play a key role in setting up and implementing all LFS activities in Mazar. She will be expected to spend up to 75% of her time in the field (mostly in and around Mazar), visiting beneficiary households, local businesses, local authorities etc.
Job Description
Generic responsibilities:
- Ensure adherence with NRC policies, tools, handbooks and guidelines
- Implement delegated support function portfolio according to plan of action
- Ensure proper filing of LFS documents for future references and audit purposes
- Maintain file for all contracts and ensure that all original contracts/agreements are kept in a secure manner.
- Share ideas for improvement and necessary changes in the activities.
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- Adhere to NRC ‘s Code of Conduct, Standard Operating Procedures, and Guiding Principles to uphold the highest professional ethical obligations.
- Development of holistic and needs based programmes, including cash-based interventions and marked based programmes
Specific responsibilities
- Be the key point of contact between NRC and the various non-staff individuals working on NRC livelihoods projects (business mentors, technical skills mentors, business trainers, etc.)
- Ensure that these non-staff individuals are performing their duties properly, by regularly attending activities in the field.
- Support these non-staff individuals with any administrative, logistics or HR issues.
- Help beneficiaries obtain any necessary administrative/ legal documentation such as small business permits from the municipality and work permits from governmental departments.
- Immediately report any challenges or implementation delays to the LFS Coordinator.
- Ensure proper filing of documents, including beneficiary registration & distribution lists, receipts, contracts etc.
- Supervise and manage the work of Supervisor/Community Liaisons
- Collect assessment, baseline, end-line and other monitoring data, by conducting interviews with beneficiaries and key informants in the field.
- Help analyse assessment and M&E data as required – with the support of the LFS Office Coordinator and M&E staff.
- Maintain well-organized and up to date databases of all LFS beneficiaries.
- Ensure the inclusion of cash-based interventions and marked based programmes in country and area-based strategies and their implementation across and within NRC’s core competencies
- Provide an enabling environment for the implementation of cash-based interventions, including multi-purpose cash assistance, emergency cash responses.
- Attend coordination meetings in relevant governmental entities ( DoRR, DOE, DOSLA )
- Enhance coordination with Municipality mutually with ICLA in case there is need for work licences.
- Accompany the SIYB trainers in facilitating the modules and class arrangements.
- Responsible for raising PRs.
- Responsible for follow up with Support Units to ensure PRs are on track.
- Responsible to upload Projects MoVs in office 365.
- Performs any other task as assigned by supervisor.
Job Requirement
Generic professional competencies for this position:
- Excellent written and spoken local language, Very Good spoken English.
- Good knowledge of Microsoft Excel and Word.
- Ability to be highly mobile and spend a lot of time in the field (beneficiary households, visiting local businesses, meeting with local authorities etc.)
- Creativity and willingness to try new things
- A positive and collaborative attitude and willingness to work in a team
- A willingness to work in a multi-cultural environment
Context related skills, knowledge and experience:
- Minimum 2-3 years of experience from in Livelihoods, income generation, enterprise development, job placement or similar roles in a humanitarian/recovery context with i-NGOs.
- Very Good written and spoken English and Dari, good spoken Pashto an advantage.
- Bachelor Degree in business administration, economics, business development/ entrepreneurship or related field.
- Willingness to travel to project sites in the North Region
- Knowledge about own leadership skills/profile
- Documented results related to the position’s responsibilities
- Knowledge of cash-based interventions and market based programmes
