About MEDAIR: Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programmes mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction. An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity, which have been significantly affected by drought and conflict conditions. Building upon Medair’s decades of experience in the Central Highlands, the project intends to improve and extend utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food assistance activities.
Job Description
Overall Purpose:
Project Support Officer functions required to ensure that field base procurement, maintenance, and others tasks including distributing stock in and out, movement of Medair vehicles in collaboration with project staff and Nili base are well maintained, transparent, efficient and follow Medair’s policy and guideline
Project Overview:
Medair is implementing an integrated project in Daikundi Province of Afghanistan. Medair’s WASH activities aim to reduce the vulnerability levels of family members to water-related and other preventable diseases and have access to safe drinking water. Direct cash transfers to vulnerable families will increase economic access to local markets for essential food commodities. Medair’s Nutrition project seeks to respond to the elevated induced malnutrition cases through the provision of quality of lifesaving, services for the treatment of acute malnutrition in children under five years, pregnant and lactating women, as well health care. Behaviour change communication will strengthen the interventions of all proposed sectors and mainstreamed protection will ensure project activities are meaningful, accessible, and safe for beneficiaries.
RESPONSIBILITIES:
Technical responsibilities
- To set up and oversee all support functions in the designated Medair field office, in collaboration with the support team in Nili.
- Manage the base and project warehouses, issue stock items according to request and arrange transport to field sites when required.
- Foster clear communication and good relationships with suppliers and relevant parties in the area that will serve to support activities.
- Serve as security focal point in the project district and report every incident or when Security SOPs are not being followed.
General Responsibilities
- Immediate notification of any suspicion of fraudulent activity amongst staff and external links.
- Adherence to Medair values and to contribute to the wellbeing of the team as an active member.
- Adherence to Afghan NGO Law and Tax Law.
- Adherence to all NRS Regulations and Security Standard Operating Procedures and maintaining confidentiality at all times.
MAIN ACTIVITIES:
Logistics
- Manage the warehouses in the field base for base and project stock
- Issue stock according to stock requests, carry out monthly physical inventory
- Prepare weekly and monthly sock reports
- Coordinate between support logistics team and field project team to ensure the stock levels are kept up to date
- Procure items as needed in the local market
- Follow procurement procedures and logistics procedures for all project purchases and for base maintenance.
- Oversee that fleet requirements are being followed (incl. logbook, daily vehicle checks)
- Equipment management for all field office equipment
Facility Management
- Maintenance of office compound in consultation with the landlord
- Work together with the guards to ensure the office is secure at all time
HR and Financial management
- Forecast the cash needs for the field office and raise PDFs accordingly
- Act as focal point for Fin related matters in the field location.
- Act as focal point for HR related matters in the field location.
Coordination
- Security focal point of field location. Report any security concerns to Project Coordinator and taken action when required to keep the team safe.
- Participate constructively in team meetings.
Job Requirement
PERSON REQUIREMENTS:
Vocational qualification
- Diploma in Logistics, administration or other relevant subjects
- Higher degree is preferable
Work Experience
- At least 1 years of post-qualification work in a similar position
- Previous experience working for an NGO
- Previous experience working in a medical warehouse
Language Skills
- Good English and Dari
- Language skills (written and oral) will be tested in the interview
- Excellent in English
IT Skills
- Good skills with MS Word and Excel
- Experience using scanners, copiers and file naming systems
- Excellent MS Office skills
