About Union Aid: Union Aid is an Afghan organization established in 1979 in Pakistan, registered as an International NGO in Afghanistan and Pakistan had been serving Afghan Refugees through various projects; running basic health units, hospitals, labour rooms, first aid program, artificial limbs, construction, vocational training, scholarship program, distribution of milk & relief goods during emergencies. During war Union Aid helped millions Afghan people in Afghanistan provided health care services, emergency aid for the disasters affectees. The organization once again comes out to help the needy Afghan people in its homeland, especially to assist the returnees, Internal displace persons as well as local population.

Job Description

Introduction:

Union Aid will be implementing a project titled “Provision of safe, dignified, and sustainable livelihoods and economic opportunities to the Afghan communities via Technical and Vocational Education and training (TVET)” in Balkh and Jawzjan and  Provinces of Afghanistan, funded by GIZ. The project is based on to provide assistance to target communities in selected areas through small scale community support measures and livelihood improvement by conducting Technical and Vocational Education and training.   The community mobilizers  shall work with community Committees and the project beneficiaries for the project work plan implementation. 

The Community Mobilizers (male & female), Community Committees and the project beneficiaries for the project work plan implementation. The Project Officer is required to ensure his contribution in the value based culture including transparency, information sharing, equal participation, open communication, team building, subsidiary and gender concerns in the Integration Project, at the field level especially when working with the project beneficiaries and at the same time at team and organizational level.

Duties and responsibilities:

Community Mobilization & Need Assessments:

  • Establish initial contact with target communities i.e. displaced persons (IDPs, returnees and rural migrants) and host communities for introduction of the project.
  • Collect necessary baseline information about the target community and area.
  • Motivate and encourage community committees, community activists and influential to advocate and promote the project in their community and ensure their participation.
  • Conduct meetings/sessions in community on regular basis.
  • Detailed sharing of the work plan with the beneficiaries and identification of their roles regarding the package plan for the individual households and community level.
  • Mobilize and build capacity of community committees.
  • Obtain feedback, suggestions and grievances from the target communities related to the project activities and forward to project management for necessary actions.

Small Scale Community Support Infrastructure:

  • Together with the project team, community committees and donor working in the area, identify and map the physical locations for repair, maintenance and equipping of community infrastructure such as community centers, health facilities, schools, streets, access roads, water and waste water infrastructure to benefit from the project.
  • Assess and identify priority points in the targeted areas in liaison with the community committee members for repair, maintenance and equipping of small scale infrastructure through different schemes. 
  • Collaborate with the project team, donors and communities in placing necessary arrangement for repair, maintenance and equipping of small scale infrastructure through different schemes.
  • Close monitoring and supervision of repair and maintenance work at the sites.
  • Sensitize communities on their role for operation and maintenance of various communal schemes.   

Livelihood Opportunities:

  • Assist in organizing and conducting different capacity building and income generating activities for livelihood improvement of the target communities.
  • Assist project management and community members to identify vocational and technical training on different trades based on market needs for Afghan labour. 
  • Assist and facilitate the identification and assessment set up of the training venues, including the logistical aspects for the same. 
  • Assist and facilitate in selection of trainees and beneficiaries according to the project criteria.
  • Work with family to support the beneficiaries especially women to follow and complete the training and to continue to work in trade.
  • Working directly with trainees and/or community groups to continue to change their attitude through livelihood interventions.
  • Monitor the training venues and training procedures to improve quality of training.
  • Make regular follow up of trainee absenteeism in order to address risk of dropout situations.

Monitoring, Reporting and Follow Up:

  • Keep a close liaison with the beneficiary households, by visiting/meeting them once a week.
  • Develop and maintain the necessary documentation and record of all project outreach activities.
  • Maintain and up-date all record at office level.
  • Develop and submit daily activity reports, monitoring reports in a given format.
  • Make continuous follow ups on the activities with the beneficiaries and inform the project management accordingly.

Capacity Building:

  • Participate in capacity building trainings, workshops and seminars.

Job Requirement

Education:       High School or Degree level graduates

Experience:     At least 2 years of experience in as community mobilizerin NGO or INGO

Language:       Good oral and written communication skills in English and local Languages

Other skills:

Good computer skills, including MS Word, Excel, and PowerPoint.
Ability to work independently in the field.
Excellent report writing and analytical skills
A good team player & problem solver.
