Job Description
Scope of Work
The Admin and Finance officer is responsible for daily checking and control of the receipts in order to make sure that the expenditures of the project are, according to the budget, finance regulation and donors’ and auditors’ requirement. He/she must make sure that the receipts are factual, supported by acceptable evidences and free from any misstatement.
Responsibilities
- Act according to the policy and regulations of YHDO
- Keep updated with issues related to YHDO and the environment where YHDO operates
- Promote an attitude of team spirit and a strong focus on quality
- Develop good co-operation with YHDO units, authorities, institutions and other NGOs
- Do related job as delegated by the Finance Manager
Supervisory Tasks
- To supervise and monitor the work of the Cashier
Technical Tasks
- To check and control all the receipts prior to payment by cashier.
- To make sure that the expenditures of the provincial office is according to rules and regulation of the YHDO
- To make sure that all the payments are according to the donors and auditors requirement
- To check and control all the receipts and payments before the documents are given to the cashier for payment.
- He/She must make sure that the expenditures are according to the approved budget, the accounting codes are 100% correct and the financial rules and regulations are adhered.
- To prepare vouchers in excel and up- date on a daily basis
- Co-ordinate and reconcile the receipts with the cashbook and other related records
- To plan time schedule for immediate budget follow-up reports from the YHDO LA.
- Sending the provincial finance documents to YHDO HQ on daily or weekly basis.
- Sending monthly pay roll to YHDO on monthly basis
Planning Tasks:
- To plan duty on daily or weekly basis. Make plan for the work.
- To plan and manage pity cash received from HQ required for daily needs of the office.
Financial Tasks:
- Checking all receipts prior to payments. (Calculation, accounting codes, YHDO rules and regulation, donor and auditor’s requirement).
- Up-date loan, imprest, advance.
- Reconcile the monthly cashbook with the YHDO HQ cash records.
- Indirectly control the expenditures, financial regulation and YHDO regulations.
- To prepare payroll for provincial staff
Tasks of intra-organisation relation:
- To communicate with YHDO finance staff concerning accounting and financial issues
- To maintain good cooperation with other units
- To cooperate and assist within area of responsibilities with HFs employees for better and smooth running of YHDO project in provinces.
Tasks of relations with external agencies and organisation bodies:
- Maintain good cooperative relation with the national and provincial authorities, UN agencies, NGOs and other stakeholders
Miscellaneous Tasks / Non-Routine Tasks:
- To actively contribute to the successful development and good reputation of YHDO
- To do any other tasks within the field of competence as the Finance Manager assign
Job Requirement
Qualifications:
- Graduate from any recognized college or University, (B.Sc. or equivalent), Preferably having CA or BSc. (economics).
Work experience:
- 3 years’ experience in a position within relevant field of a NGO or UN organisation.
Others:
- Fluency in English, Dari and Pashtu, written and spoken
- Must be patient, and having good communication and problem solving skills
- Honest, active and punctual.
- Ready to work and travel in Afghanistan.
- Computer skill at operator level, especially with MS Office packages
- To be very good in arithmetic and calculation
- Being an Afghan citizen
