About MEDAIR: Medair is an international humanitarian organization established in 1988. Medair has been operating in Afghanistan since 1996 with programs mainly in the Health, Water & Sanitation, and Livelihoods sectors with significant reconstruction activities in remote areas. Current projects are Water & Sanitation, Food Security, & Disaster Risk Reduction. An Integrated Emergency Response: Medair aims to respond to high levels of food insecurity, malnutrition, and morbidity in Tirinkot district. The project intends to improve and extend WASH services including water supply infrastructure and hygiene practices to improve outcomes for vulnerable families.
Job Description
Overall purpose:
To be ensure all active and inactive staff personnel files are up to date, facilitation on recruitment, to handle cashier activities of TKT office, coordination with TKT program on CFF and to update cash counts on weekly bases.
Project overview:
An Integrated Emergency Response: Medair’s aim is to respond to high levels of food insecurity, malnutrition and morbidity, which have been significantly affected by drought and conflict conditions. Project activities in Uruzgan am to improve and extend utilization of lifesaving preventive and curative nutrition and health services by mothers, PLWs and children U5; to increase access to clean water, to reduce vulnerability to water-related and other preventable diseases, and to improve and increase food security for the most vulnerable families through food voucher distributions.
RESPONSIBILITIES:
Technical responsibilities
- Manage the daily cash handling of the Tirinkot office, including payments of suppliers, dispensing cash to staff and weekly and monthly cash counts.
- Responsible for financial administration according to Medair standards.
- Carry out day-to-day HR tasks of the programme as they relate to national staff like follow up on Timesheets, recruitment stages in Uruzgan province.
General responsibilities
- Immediate notification of any suspicion of fraudulent activity amongst staff and external links.
- Adherence to Medair values and to contribute to the wellbeing of the team as an active member.
- Adherence to Afghan NGO Law and Tax Law.
- Adherence to all NRS Regulations and Security Standard Operating Procedures and maintaining confidentiality at all times
- Being responsible for activity reporting to HR and Finance Officer.
MAIN ACTIVITIES:
Safe management
- Cashier duties, payment to logistic and suppliers.
- Accurate entries in Field Connect software after each payment.
- Weekly and monthly cash reconciliations and posting on Portfolio.
- Archiving and filing all financial documents. Soft & Hard.
Finance
- Reviews signatures, coding and supporting documents before each payment.
- Follow up on Cash flow forecast on weekly bases.
HR management
- Assist HR Finance Officer in administrative duties regarding recruitment.
- Keep personnel files up to date according Medair policy, Afghan Labour Law and donor requirements
- Updating staff leave tracker and reporting to supervisor on monthly bases.
- Collect monthly timesheets from line managers and upload in box software.
General
- Assists the HR & Finance Officer in all activities.
- Contributes to the smooth running of Finance & HR Departments.
- Any relevant administrative tasks assigned by Finance Officer or Area Manager.
Job Requirement
PERSON REQUIREMENTS
Education:
University Graduate (Bachelor) in Business Administration, Economics, Human Resources or relevant field.
Relevant experience:
3 years of experience in the same field/ position required (both HR and Finance)
Languages:
Excellent English and Pashto
Language skills (written and oral) will be taken in consideration during the interview
Dari: speaking and writing
Computer:
MS Office, Field connect, portfolio, box
Experience with financial software
Organizational capacity:
