Job Description

Scope of work:

Head of Mazar Regional Management Office (MRMO) manage and supervise all matters pertaining to MRMO including operations and implementation of, education, Rural Development, Disability, cross cutting and Specifically to ABADEI projects having components of providing immediate support, rural livelihood, primary education and construction related activities

The Executive Officer is part of SCA’s Head of Office team based in MRMO. She will be working closely with Head of MRMO to manage the operations, programme/project implementation with specific focus on smooth and timely Implementation of ABADIE project through data management, attend & documenting meeting, following up the action points, and coordinate daily routine tasks with all units and external partners. The incumbent will also support Head of Office with planning, reporting, budgeting, procurement, evaluations, monitoring and human resource management. She assists Head of Office (HoO) to make sure that the contribution of the related Projects/Units in MRMO is reaching the strategic objectives of SCA in line with work plans and budgets.

Executive officer directly reports to HoO and supporting all the project/units’ managers including the Communications, HR and M&E Senior Officers and well coordination with ABADEI Project Manager.

Main Responsibilities:

  • Coordinate with ABADEI team relate to ABADEI project issue with head of and related colleagues in MRMO
  • Maintain and manage general filing system and file all correspondence with external stakeholders concerning to ABADIE project.
  •  checking the financial document such as contract before final review by the head of the office
  • Preparing the visiting schedule for the visitor and assure that all visits form MRMO have been well coordinated and the schedules are meet.
  • Conduct monitoring visits as per Head of Officer instructions on ABADEI and Other Projects within RMO.
  • Provide compiled and verified justification for any deviation from the Work plan and Budget whenever needed for reports.
  • When assigned by HoO, participate in internal and external meetings to represent SCA’s MRMO.
  • Coordinate planning, budgeting, reporting and revision processes by all units, specially ABADEI in MRMO and collect and compile different reports (annual, semi-annual, quarterly, and monthly) for either SCA, donors, or DoEco by the concerned project/unit managers.
  • Assist in organizing meetings/workshops, preparation of meeting minutes and following up on the action points.
  • Facilitate external and internally the head of office meeting.
  • Oversee and mobilize the project/unit at RMO to ensure proper representation of SCA at regional level, strengthen linkages with partners, assess and identify advocacy areas and priorities in line with SCA Vision and Strategic Objectives.
  • Attend and represent HoO in internal and external meeting including adhoc, intra-units meeting, bi-weekly, workshops and celebrations and coordination meeting with LGAs.
  • Share information within the RMO and develop team spirit.
  • To ensure that human rights and gender issues are taken into consideration in all activities and processes
  • Any other relevant tasks instructed by line supervisor.

Job Requirement

Qualifications & Requirements:

  • Bachelor’s degree in management, Social Science, Community Development or similar discipline. Master’s degree holders will be preferred.
  • Minimum of 3 years relevant experience, especially within an NGO, UN agencies, or similar organizations in the field of projects management, coordination. Having experience in leadership positions will be preferred.
  • Experience of result-based planning, reporting and budgeting.

Other requirements:

  • Strong computer skills at the reporting tools in application level, including MS Office packages.
  • Ability to take initiatives and pursue work proactively without being intensively supervised.
  • Proven ability to prioritize, delegate, handle multiple tasks and meet deadlines.
  • Have a good monitoring and analytical skills.
  • Fluency in English, Dari and Pashto, both written and spoken
  • Interpersonal and communication skills
  • Team worker, analytical, and troubleshooting skills
  • Ability and willingness to travel to the project sites within MRMO and adjust to SCA environment.
  • Accuracy and attention to details, honest, proactive and well mannered
