About CRS: About CRS CRS began direct operations in Afghanistan in early 2002. CRS maintains four main offices throughout the country: Kabul, Herat, Chaghcharan, Daikundi and Bamiyan, with sub-offices in all of these provinces. The CRS strategic plan for Afghanistan focuses on poverty and risk reduction, human development, and emergency response in rural areas in western and central Afghanistan. CRS works to support: People, especially girls and women from marginalized communities, gain basic education Poor rural and peri-urban households to have increased livelihood security Vulnerable communities to survive shocks without long-term negative impact on their livelihoods Currently, the CRS/Afghanistan Education program is comprised of several projects in Central and Western Afghanistan. All projects contribute to CRS’ education program goal to expand quality learning and life opportunities in Afghanistan for marginalized communities and their children. CRS Chaghcharan office currently manages classes in the Districts of Chaghcharan, Dulaina, Dawlatyar, Saghar, Tulak, Shahrak of Ghor Province. This broad geographic coverage and the central role of the Government offices and community leaders in the implementation of CBE and Education in Emergencies programming requires extensive and effective coordination between CRS, Government officials, and communities, as well as widespread collaborative monitoring to ensure coverage of all implementation areas.
Job Description
Job Summary:
CRS is seeking a qualified Field Agent (FA) Couple (Male/Female) in Tulak and Saghar to implement day-to-day activities on an education project that aims to provide quality education to students in Ghor Province. Project activities will serve students in Community Based Education (CBE) classes. Under the supervision of the Education Officer/Team Leader, the FA Couple will be expected establish and maintain relationships with beneficiary communities, work closely with Shuras, and support the DC to monitor project progress. The FA Couple will visit CRS CBE and ALP classes regularly and determine classroom needs. Under guidance from the District Coordinator and the Monitoring, Evaluation, Accountability, and Learning (MEAL) Project Officer (PO), the FA will collect and document relevant project data and information for internal and external reporting purposes.
Roles and Key Responsibilities:
Support to Project Implementation
- Work closely with village Shuras and community leaders to organize trainings and project activities
- Conduct frequent monitoring visits in target classrooms
- Listen and meet with School Shuras on a monthly basis.
- Organize regular meetings with community elders, leaders and parents to discuss CBE education activities, encourage them to send children to school
- Communicate upcoming events to communities (workshops, exchange visits, meetings)
- Communicate community concerns to the District Coordinator and M&E
- Support DC to coordinate with DED and MoE hub school principals to support the registration and enrollment of students, submission of exam results and teacher salary payments.
- Work in coordination with other Education colleagues to promote successful handover of community-based classes to the MoE by supporting the relationship between community-based teachers, school shuras, hub schools, and DED
- Understand and communicate CRS Safeguarding Policy and Code of Conduct to Shura and Teachers
- Communicate CRS Reporting Mechanisms to community stakeholders
- Record relevant information from monitoring activities (including information from field visits, pre- and post-test results from trainings, and any informal feedback from target communities)
- Participate in staff trainings on new technical skills
- Share field stories and photos with the Senior Project Officer on a monthly basis for write up
CRS is looking for a couple (1 male and 1 female) to work with CBE and ALP communities. The Team must be able to travel and work together on a daily basis. Most travel will be on motorcycle, so the couple must be willing and able to ride a motorcycle.

Job Requirement
Basic Qualifications
- Afghan national with a high school degree or equivalent
- Minimum of 3 years related work experience with an NGO or government agency, ideally in the field of education for an NGO.
Required Languages – Fluent Dari speaking and writing; Pashto speaking and writing a plus
Travel – The position will be based in Tulak and Saghar with frequent travel to target communities
Knowledge, Skills and Abilities:

- Excellent communication and good judgment with regards to problem solving
- Strong sensitivity and respect for local cultures
- Professional manner in dealing with community members and co-workers.
- Strong listening and interpersonal skills
- Willingness to be trained on community mobilization, CBE policy, and other technical aspects of the education program
- Good understanding about the role of the Shura in community mobilization
- Ability to help community organize activities
- Ability to work with the community and increase community participation and contribution to education projects
- Basic computer skills in Word, Excel and PowerPoint
Preferred Qualifications:
- Strong familiarity with the education system in Afghanistan
- Experience working in rural communities preferred
- Experience monitoring projects and collecting relevant data.
