The Regional Director heads the program in Asia. According to the strategic plan, the Project Manager and Project Officer need Field Officer to run an effective program.
Job Description
Job Purpose:
To assist the Project manager and Project Officer in successful implementation, community mobilization, and coordination of the Community World Service Asia projects/programs in Kabul Afghanistan.
Job Summary:
The incumbent in this position is responsible for providing support to the Project Officer, to mobilize, coordinate, and provide support for the successful implementation of DRR soft and hard interventions activities based on the project work plan.
Key Responsibilities (Field officer):
Liaison and Community Mobilization:
- Ensure effective community mobilization in the targeted community of the project target area.
- Coordinate and communicate project activities at the community, district, and provincial levels.
- Travel to the field on regular basis in order to conduct meetings with community elders, local authorities, and other local available structures including civil society organizations and I/NGOs.
- Mobilize and sensitize local communities on DRR by conducting awareness sessions for the local people in their communities.
- Enhance community awareness on the importance of DM and DRR issues.
- Assist the project office in conducting DRR awareness campaigns within schools and communities, with collaboration from schools and media.
- Assist in the conduct of awareness-raising seminars and training in schools, communities, and local authorities using supplementary textbooks on maps to generate a culture of map reading.
- Conducting beneficiary’s assessment survey and identification of beneficiaries for DRR-QGIS technical training based on agreed and project-developed criteria.
- Support senior program team whenever required to coordinate with relevant stakeholders (Governmental, Non-Governmental Organizations, UN agencies, Line department) for any purpose that may benefit the project.
- Liaising with volunteers (technical team of volunteers), government representatives, subcontractors, and other professional staff, especially project key stakeholders (ANDMA, MRRD/DRRD).
- Follow-up on delivery/receipt of project-related documents and letters with the project stakeholders.
Implementation:
- Developing of the case studies, taking good project photographs for documentation and visibility purpose
- Data collection, data entry, and data management of all related DRR activities.
- Maintain proper records of project information and data; well-organized, and complete filling (Hard & Soft) of the project documents and information.
- Support MEAL through conducting field monitoring visits and providing the required information and report to MEAL Officer
- Ensure safety and security of Project and office equipment/material and documents at office and field.
- Generate timely reports on all field activities.
- Follow process flow charts of project activities and provide creative insight in making revisions, when needed.
- Facilitate mainstreaming of Quality & Accountability on community-level maintaining record of project activities.
- Ensure adherence to policies and procedure/systems of the organization; work with a cooperative attitude and keep a high standard of work quality
- Assist PO/PM in collecting information for developing and drafting project quarterly and annual progress reports, project updates when required, case stories, and other documents required for project and project stakeholders.
Provision of Technical Assistance to the Project Team:
- Identify/prepare and propose the list of relevant and qualified candidates be selected as participants in technical training(s) based on the selection criteria.
- Identify/propose and select risk-prone areas for Hazard and DRR mapping.
- Assist the training facilitators in facilitating the technical training(s) in Kabul/Jalalabad workstations.
- Travel to the field on regular basis to collect required data for developing the foundation (DRR/Hazard) maps
- Develop the DRR Community Plans of risk-prone communities in the targeted districts.
- Assist the team in preparing action plans, work plans, reports, attendance sheets, Per-diem sheets, and other required documents.
- Assist the project team in developing the community risk-profiling
- Assist the project team in conducting the technical survey of the project construction site.
- Overseeing hard intervention work at the site.
- Checking technical designs and drawings to ensure that they are followed correctly.
- Supervising contracted staff/vendors.
- Assist the project team in properly monitoring the construction advancements in the pilot project of DRR hard intervention.
Consultation and Coordination:
- Close coordination, communication, and meeting with Community Shuras (DDAs, CDCs, and other relevant structures) and local government.
- Confidentiality:
Records and Reporting:
- Maintains records of all project documents including assessments, PDMs, training attendance sheets, and distribution lists.
Confidentiality:
Maintain confidentiality in all information He/she gained through access to the organizational database, flow of information, or another information source. Any disbursement of information related to Community World Service Asia, its projects/programs, staff, or other relevant matters will be legally held against.
Job Requirement
Qualifications and Experience:
- For this position of Field Officer, a graduate degree in Environmental Science, Civil Engineering, and at least 2-year experience is considered necessary. Experience in DRR projects would be given preference.
Technical Competencies:
- Excellent Mobilization skills.
- Good interpersonal skills.
- Proficient in computer and other applications.
- Familiar with Q/ Arc GIS Program
Languages: Excellent Dari and Pashto languages are essential. Good English language is considered as an advantage
Expected Skills:
GIS, MS. Office, and Technical Report Writing
