Job Description
KEY AREAS OF ACCOUNTABILITY:
• Work closely with the relevant departments in the province and the country office procurement on the most efficient and appropriate procurement, ensuring it is cost effective, based on budget, markets, infrastructure and the need for timely delivery
• Collaborate and coordinate closely with logistic assistant, warehouse officer, supply chain coordinator and CO Supply Chain Manager for all PR related to Kandahar province
• Share supply information in a timely manner through regular meetings with all stakeholders, ensuring information gathered is regularly and accurately recorded, collation and analysis of information for further dissemination, monitoring, documenting and reporting on project
• Oversee procurement of all materials and equipment requested by the projects in a cost-effective and transparent manner in line with Save the Children and donor specific policies
• Maintain list of vendors/suppliers available that specialize in providing specific goods and maintain the preferred vendor agreements as required.
• Review purchase requests, quotations, bid analysis, purchase orders in accordance with Save the Children procedures and guidelines.
• Process all the PRs for further procurement on time
• Distribute RFQs/Tenders to the suppilers
• Participate in evaluation of bids and proposals and make sure the bids evaluation report, technical evaluation, minutes of negotiations and negotiated contract in selection of consultants contain all the facts and information required to justify the recommendations made in the report.
• Prepare contracts and amendments of contracts when needed.
• Ensure that there is an efficient procurement filing system.
• Support supply chain coordinator in framework agreement establishment.
• Maintain a consistent procurement tracking mechanism and ensure that all orders including International orders are tracked from point of planning and request through to final receipt.
• Comply with Save the Children policies and practice with respect to child protection, code of conduct health and safety, equal opportunities and other relevant policies and procedures
• Other ad-hoc logistics duties as assigned by Line Manager

Job Requirement
QUALIFICATIONS
• Bachler Degree in economy, related field or equivalent professional experience
• Minimum of 6 years’ logistics management.
• At least 5 years in procurement sector
• Robust experience of INGO emergency programme, and with experience of working within a complex and matrix organisation structure.
• An excellent understanding of medical supply chain management in complex and challenging environments
EXPERIENCE AND SKILLS
Essential
• Substantial experience logistics, specifically Procurement of goods and services, including international procurement and national customs clearance procedures.
• Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, best practices in emergency management.
• Solid project management skills related to organisational development projects and Ability to analyse information, evaluate options and to think and plan strategically.
• Previous experience of managing and developing a large team and the ability to lead, motivate and develop others.
• Excellent interpersonal, communication and presentation skills.
• Fluency in written and spoken English
• Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
Desireable
• Written and Spoken in Dari, Pashto, and Urdu
• Formal management training
