Job Description

Scope of work:

SCA has been actively involved in the Afghan education sector for more than 40 years, engaging in both service delivery and capacity building. The programme aiming at increased access to quality education for Afghan children, improved quality of education and capacitated national education system is implemented in 13 provinces in central, east, southeast, north and northeast parts of the country through five Regional Management Offices, all provided with technical support by the Kabul-based Education Programme Unit (EPU).

The Education Officer (EO) is a core member of the Education Project Management team at the Regional Management Office (RMO) level. In cooperation with the team members, s/he is responsible for providing inputs to the Project Manager in managing and developing of the SCA ABADIE projects in relation to general education, capacity development & active participation in education affairs in accordance with SCA Policy, Education Directives and work plans. S/he is responsible for assisting Education Project Manager (EPM) in implementing, monitoring and evaluation of SCA education projects. S/he gives relevant inputs for maintenance of project plans, databases, filing system and other records. EO coordinates the activities of Education Field Supervisors and reports developments to EPM. S/he contributes to improving quality of the education outcomes through regular monitoring, supervision and providing on-spot support to the EFSs and teachers. The EO spends about 40% of his/her official times in the field to work with EFSs to provide on- spot support to EFSs, teachers and members of the School Management Shuras (SMSs) for improving quality of the learning outcomes of students.

Education Officer (EO) is obliged to make sure that SCA supported ABADIE Education project is running smoothly and within the set plans. S/he is to ensure that project level indicators are achieved in the most effective and efficient manners. The EO remains in close contact with district as well as provincial level education authorities, and School Management Shuras (SMSs) and collects/shares update information regarding projects implementation with the education team for sustainable results.

Main Responsibilities:

  • Struggle for improving quality of the education programme through field monitoring.
  • Provide inputs for monthly reports of the project activities.
  • Keep contacts with relevant stakeholders at RMO level, particularly with the Provincial and District Education departments.
  • preparation of the annual work plan and budget for the ABADIE project.
  • Keep eyes on project budget utilization and provide justifications for deviations.
  • Ensure that EFSs have appropriate action plans and monitor the field activities.
  • Promote an attitude of team spirit with a strong focus on quality.
  • Assist education project manager in revision and follow up of education ABADIE project budget.
  • Act according to the policy and regulations of SCA and education directives.
  • Develop action plans for EFSs and compile their activity reports.
  • Coordinate the activities of the Education Field Supervisors (EFSs) and share updates with EPM.
  • Frequently supervise education activities in the field, at least 40% of time should be in the field.
  • Supervise implementation of the project plans and budget utilization.
  • Provide on the spot support to the EFSs and teachers during field visits.
  • Supervise the activities of Education Field Supervisors (EFSs) on RMO level.
  • Actively contribute to the successful development and good reputation of the SCA.
  • Ensure increase on participation and retention of girls in educational activities supported by SCA.
  • Collection and Verification of update school data from EFSs.
  • Monitor quality of equipment and materials provided to schools and keep their records.
  • Prepare filling system for ABADIE project.
  • Prepare Education Materials and stationary delivery sheets on time.
  • Plan for timely delivery of education materials.
  • Prepare DoEc report.
  • Actively participate in planning, budgeting, implementation and reporting stages of the ABADIE education project related components
  • Supervise overall performance of EFSs for improving quality of learning outcomes in educational facilities.
  • Identify training needs of the project team members and propose the required trainings within the available financial resources.
  • Ensure proper implementation of ABADIE project related plans and budget utilization within the given time frame.
  • Ensure quality of education in all CBE schools through regular field visits, monitoring, technical follow ups and assessment reports.
  • Collect information regarding infrastructural needs of the educational facilities and develop plans for addressing them in close coordination with RMO level Engineering Unit.
  • Conduct regular meetings with EFSs for collecting updates regarding the project progress, challenges and lessons learnt.
  • Assess achievements versus activities and output level indicators and recommend necessary actions for improvement of project implementation.
  • Sign ABADIE project related financial documents in absence of Education Project Manager and upon his/her request in light of financial regulations of SCA.
  • Through transfer of own knowledge and skills, enhances the ability of EFSs.
  • Identify training needs of the EFSs and give recommendations to Education Project Manager.
  • Train EFSs on Needs Assessment, Planning, Monitoring, Report writing and on spot support to the teachers and SMCs. 
  • Promotes gender equality and non-discrimination with regard to ethnic, political and religious background.
  • Participate in workshops, seminars & conference organized by the education programme.
  • Promotes good coordination with other SCA projects and units on RMO level.
  • Maintain good cooperative relation with the national and provincial authorities, UN agencies, NGOs and other stakeholders.
  • Perform any other official job assigned/delegated by the Education Project Manager.

Job Requirement

  • Must have bachelor’s degree in Education

Experience:

  • At least 3 - 5 years’ experience in education management within relevant field, preferably in NGOs.
  • Adequate experience in working in remote communities.
  •  Good experience of teaching, class and Schools observation and teachers training.

Others:

  • Fluency in language of the duty station, written and spoken (Pashto and Dari).
  • Ability to work effectively as part of a team & strong interpersonal and communication skills.
  • Good supervisory, leadership, analytical and trouble shooting skills.
  • Ability to support colleagues and provide/receive constructive feedback.
  • Ready to work and ability to travel frequently to project sites within the district/province level.
  • Computer skills at operator level, especially with Ms. Word and Ms. Excel.
  • Good in writing and speaking in English language.
  • Be an Afghan national
