Job Description
Program/Department Summary
Mercy Corps has been working in Afghanistan since the onset of the political and security crises in 1986 and through subsequent humanitarian crises. Mercy Corps remains committed to addressing critical needs of Afghan communities and connecting them with appropriate resources. Over the years, Mercy Corps has increased its capacity and expertise to successfully implement emergency programs and reach the most vulnerable populations while leveraging its past experience.
Mercy Corps has implemented several key programs in the South and North of the country in key sectors such as agriculture and food security, skills development, renewable energy, natural resources management, community infrastructure and job creation. More recently, Mercy Corps completed a WASH program focused at some of the major IDP/returnee settlements in and around Herat city in Western Afghanistan. Mercy Corps is currently preparing to implement a new WASH/livelihoods program “Supporting Transformation for Afghanistan’s Recovery (STAR)” in four conflict-affected districts in the Herat province. This 24-mohth program is expected to directly benefit some 24,000 women, men and children living in approximately 16 rural villages who come from a multi-ethnic background. These districts were among the worst affected due to the prolonged conflict. While they were still struggling to recover from the effects of the unrest, they were hit by yet another drought recently. Over the years, their main livelihood sources have diminished as a result of low agricultural production and depletion of the livestock population.
General Position Summary
The Community Mobilization Officer is overall responsible for all tasks related to community mobilization n the project area. S/He will work closely with the project team as well as government counterparts to ensure proper implementation of project activities. The Community Mobilization Officer will be based in Herat province, work under the direct supervision of the Community Mobilization/Hygiene Promotion Coordinator and overall supervision of Senior Program Manager. S/he will be overall responsible for providing social and organizational development support to the program. In collaboration with other program technical experts develop community profiles. Come up with strategies and plans to ensure long-term sustainability of the projects after the program ends. He/she is working closely with program technical team and Program Monitoring Consultant team, DDAs, District governors and Governmental line departments in provincial levels.
Essential Job Responsibilities
- In collaboration with Hygiene Promotion/Community Mobilization Coordinator and under the direct supervision of the Community Mobilization/Hygiene Promotion Coordinator Conduct need assessments and surveys in the IDPs’ settlements in order to design appropriate hygiene & sanitation awareness promotion approach and develop materials.
- Consults with beneficiaries and partners on activities’ design and implementation
- Regularly visits project sites deliver hygiene and sanitation awareness campaign and training sessions.
- Participates in the selection process of hygiene promoters and community health volunteer workers
- Organizes, facilitates and supervises trainings of community hygiene promoters, community health workers, WASH committees or similar institutions to strengthen institutional and management capacity of WASH services in the target areas
- Support the hygiene promotion teams in conducting participatory community hygiene and sanitation awareness promotion using Community based approaches
- Participates in water quality testing
- Regularly monitor field activities and maintain working relationships with community leaders, WASH committees, program stakeholders.
- Liaise with communities, local authorities and other agencies regularly to ensure coordination and effective implementation of activities
- Timely prepares and submits of work plans and required reports
- Ensures networking and coordination of activities with other stakeholders and partners
- In consultation with Community Mobilization / Hygiene Promotion Coordinator, ensure regular monitoring of program activities to determine the success of interventions and recommend changes to Hygiene Promotion Coordinator
- Provide regular feedback on the performance and areas for improvement
- Working together with; Field Engineers, Site Supervisors, water Quality Monitor, Hygiene Promotion Officers, MEL and Support staff.
- Performs any other duty assigned by Community Mobilization/Hygiene Promotion Coordinator/Senior Program Manager.
Influence & Representation
- Identify, build and manage collaborative partnerships with WASH Cluster, relevant local governments and other stakeholders relevant for Herat/Western region.
- Communicate effectively to ensure overall project targets and donor obligations are met.
Security
- Ensure compliance with security procedures and policies as determined by country leadership.
- Proactively ensure that team members operate in a secure environment and are aware of policies.
Job Requirement
Hard Skills
- Bachelor Degree in Engineering, Agriculture
- Experience in conducting trainings among communities and effective coordination skills.
- Minimum 2 years’ experience in WASH project coordination/implementation.
- Extensive work experience in social work with a focus on community development and mobilization.
- Knowledge about WASH-related activities especially hygiene and sanitation promotion
- Willingness to travel regularly in project target areas.
- Computer literacy in MS word, Power Point and Excel is a must.

- Excellent speaking Dari, Pashto and fluent in English
- Ability to prioritize multiple tasks and meet deadlines required.
